Original problem
I recently got new bras with my new measurements. I went from a 36 C to a 32 DD. I purchased this bra from Nordstrom Rack and after wearing, I have red marks from the band. I tried bras on there in 32D, 32DD, 32DDD, 34D, 34DD. The 32DD's fit the best, maybe not perfect.
But at the very top, sometimes the bra isn't flat against my chest and there is a gap. So I'm having difficulty figuring out if it's too big, too small, or it works and I just need to train my arm fat to become breast tissue again?
Please help! I like the fit of the bra a lot.

helpfulSome gaping is okay, especially on molded cups which hold their shape and move with the straps when you move your arms, as long as there is no gaping when you are standing upright with your arms down. The band looks tight enough--the hook/eyes are straining but the wires aren't deformed (I'm not familiar with stretchiness of DKNY bands, so it's possible that they just aren't firm enough to hold onto the hook/eyes). Underwires that come up higher by the armpits would be better for encouraging tissue migration if you are new to properly fitted bras, but these can be difficult to find because manufacturers usually produce bras with short underwires to include women with higher set breasts/shorter torsos. Otherwise, a thicker band with taller wings will help smooth out your back, if you can find them.
It looks like you are wearing the bra a tiny bit low. There is some wrinkling at the bottom of the cups. If you pull the cups up or tighten the straps, does the wrinkling go away? If it doesn't, It could mean that you have more lower projection than that bra is designed for. If the top gapes and the bottom wrinkles even after swoop and scoop and tightening the straps, the bottom of the cup is too shallow for you and that bra is not the best shape. A larger cup might increase volume at the bottom of the cup but cause more gaping at the top. Like I said, I don't have experience with DKNY bands, but they might be too flimsy to provide good support if the gore isn't always flat against your chest. Note that some women have (differing degrees of) a small indentation between the ribs right below the sternum which prevents the center gore from tacking all the time. The band is snug enough if it doesn't slide around during normal movement or ride up in the back if you tighten the straps to get rid of the wrinkles at the bottom. Is there any gaping or overspill in the cups when the bra is higher? If yes, it may be the wrong shape. If no, the bra fits!

helpfulRed marks aren't necessarily the sign of a too-tight band. The question is, is it comfortable or painfully tight? The band actually looks like a good fit on you. The cups don't look bad either. You said you tried on some 32DDDs. How did those fit in the cup? Going from a 36C, I don't think sizing down in the cup would work for you.
In a molded cup bra, sometimes there is gaping as you move. That is normal because the cup is not as flexible as your body. It doesn't look like its gaping when you stand straight, so the question becomes, is the gaping noticeable under clothes when you move, or are you the only one who knows?

From what I remember the cups were too big on the 32 DDD. It was like, spacious and had all this room for boobs that I didn't have.
At first I felt the bras were tight. But after a day or two, I tried an old bra on for work (still haven't found a convertible or racer back for tabks) and and it was just... LOOSE! The support and feel is much better with the new ones.
The cup gap is only noticeable when my shirt is off and I'm hunched over or moving. I haven't noticed any issues under clothes.
There is one bra I've posted I'm unhappy with and will be most likely returning and that's the Betsey Johnson one.

helpfulIt's not uncommon to find that a moulded cup doesn't match the shape of your breasts exactly. The biggest concern with this bra, in my opinion, is that you mentioned that the underwires dig in and cause discomfort.
The underwires here look like they are a bit low and a small amount of fabric at the base of the cup is not filled completely. Otherwise the fit looks pretty good.
Might sound silly, but the lowest curve of the wires are mostly exposed in this style. For comfort you might prefer a band style that encloses the wires entirely.

I tightened the straps and pulled up the cups and it fits might higher up now.
