Issue resolved
I Need to try a deeper cup and probably a different style, possibly a soft cup bra without a band that continues all the way around the base.
Original problem
This issue seems to happen on every bra that I try. No matter how tight the band is, the bra wants to slip down towards my waist. The only way that this is slightly fixed is by me not wearing the band horizontally. I have to put the band at an angle to have it rest in my Inframammary fold. Otherwise it sits underneath my breast by about two inches. Even when I put the bra on with the band at an angle, the band will end up falling still and not sit in my Inframammary fold. This band is so tight that I have a hard time getting two fingers underneath.
I own this bra in a 34 E as well and this still occurs. I have swooped and scooped the tissue up and into the cup, and the straps are almost on their loosest length so it is not squishing me that way. I just don't know what to do and I want to figure out what I should do to get a proper fitting bra, because no matter what I do this issue seems to happen to me, no matter the size or style of the bra.
Attached are the photos of the bra when I have the band angled, and when I have it horizontal. The picture at an angle is when I am wearing the bra horizontally.

helpfulIt looks like you need a very deep, narrow cup. Even though the Deco is rather deep in the center, I've still found it too shallow at the bottom and I need to really hike the straps up to get the lift I want, even though the overall cup volume is sufficient. It's always hard to tell from photos, but it seems like your shape is similar to mine. Have you tried anything from Ewa Michalak yet?

There aren't a whole lot of options for very deep cups with narrow wires, otherwise I wouldn't suggest such a pricey brand with inconsistent sizing. I'm not petite, but I also have trouble with long wires and EM bras have been the solution to just about all of my fit problems. Both their plunges and half-cups have pretty short wires in most styles. Some Masquerade styles might work for you. The Antoinette has fairly deep cups and short wires. I really like the Delphi too, but the wires might run too high for your taste. I can't think of any plunge bras with particularly deep cups. I wish I had some better suggestions, I have a pretty hard time finding stuff that fits too.

helpfulI'm just wondering, what (if any) has your experience with bras with a discontinous band been like? They are supposedly less stable, but it seems like the continuous band is in the way of the underwires sitting in your inframammary fold. See http://www.venusianglow.com/2012/10/supportive-and-unsupportive-bra-bands.html. My own curiosity aside, it looks like a shape problem--awkward cup separation and not enough projection.

Thank you for this. I think that is the problem. Most bras do have the band that continues, I recently got one that is discontinuous and the fit was much better.

Thank you for the help, my overbust measurement is 40 inches standing and 41 inches leaning down. My ribcage is 33 inches about (32.75 inches breathing out 34 inches breathing in) and each breast projects forward 11 inches.

helpfulThe underwires look much too low, and they don't appear to be surrounding the base of your breasts. Also, the cups looks like they're pulling your breasts to the sides and pushing them under your arms, and the straps seem way too far apart for your shoulders. Have you tried an Anita Rosa Faia bra? The Twin and Twin-Firm underwire bras are (for me) absolutely the best for getting into the inframammary fold yet shaping AROUND the whole breasts, rather than crushing them. I have a Twin Firm maximum support bra and it is the softest, most comfortable bra I own. The support is great. The only downfall for me is the cups are too sheer, but "no peek" pads help. Anita Rosa Faia bras seem to be styled for longer, narrower breasts (exactly the opposite of mine), and the bands and straps are designed not to crinkle up or dig.

Yeah the underwire isn't doing it's job at all. I think that the reason the bra is making it pull the tissue to the sides is the fact that there is just not enough depth in the cup. The straps on pretty much every bra are too wide for me. I have really narrow shoulders I guess. I will try looking at those bras and see how they fit. Thank you for the help.

helpfulI can't imagine that this bra is giving you any support riding so low down your chest. It's also very hard to tell if and where you're filling out the bra because the Deco is moulded and can look filled even when it's not.
I think it might be easier to distinguish fit issues if you were in a fabric bra that wrinkles. Do you have one you could post?
The underwires should follow the root of your breasts where they meet your chest. Perhaps try (a) getting the right band size (I think the 32 is a great start) and then (b) getting the underwires to travel along your breast root and then finally (c) increase the cup size until you find you have enough coverage.
If you have a good store near you, try to go in for a fitting and snap some photos on your phone in different styles and sizes. When you get home have a good look at which style wires match your shape.
I would recommend brands with very narrow wires - Freya (but not the Deco!) perhaps or Cleo. Steer clear of Panache and Curvy Kate. And finally, not every style suits every woman. There will be some styles that suit full-on-bottom breasts, and some that never will no matter what size you try!

helpfulI have this happen with all my molded bras, even though I think I am top heavy with a somewhat wide root, molded cups always seem too shallow in the bottom of the cup. I'm interested to see if you find a solution.

Yeah I think that is the case, most bras have enough volume in them if they are the right size, but the wire is usually too wide and just smashes my tissue out into my armpits. I have not tried anything from Ewa Michalak because I am not even really sure if I am a 32 band or a 34 band and I know that brand has quirky sizing. Plus, I really like plunge bras, because I am petite, and they end up fitting me better because the wires are shorter and are just more proportionate to my frame. Anything full coverage tends to just be too proportionally large
