Issue resolved
I widened the armscyes and moved the straps closer together. It's still not a perfect fit at the top of the cups, but it's much better and it's extremely comfortable. I love the "lift" this style gives me. THANK YOU!

Can anyone let me know if all the Cleo bras have the same cut as Alexa? One small fold beneath the straps will make this bra a perfect fit! Still, I'd prefer not to have to alter the bra. I'm really wanting to try the Juna, but I don't know if I should order a 28DD or a 28E. I usually order my bras from the UK (I'm in Arizona) so I try to get the order correct because I don't want to deal with returns.Original:
The tops of these cups have way too much extra room. I am pinching nearly an inch of material at the top. The sides and bottom of the cups are PERFECT, and the center gore actually sits on my sternum. Being so shallow on top (with wide roots and not much front projection) I'm wondering if I should give up on this style or try this, or something similar, in DD cups. (My Panache Porcelain 28DD is way too small in the cups, yet this Cleo E seems huge).

helpfulThis is my exact same problem in Cleo unpadded balconettes. I have the Melissa and the Bella in a 30E and whilst the wire width is perfect and the bottom of the cup filled well, I get gaping at the top of the cup. My usual size - 30DD - is much too tight in the cup and narrow in the wire in both.
It's probably not what you want to hear, but I think that these bras just aren't suited to shallow boobs. The cups are too deep and it seems like the wires are narrower than the Cleo padded half cups. I think you may find that the wires are too narrow in the 28DD, but no reason not to give it a go, especially as I've read that the Alexa runs large in the cup.
Alternatively, I've had some success taking in the upper section on mine - the Alexa looks a bit looser on you than the Melissa and Bella are on me, but you could give it a go if you feel the rest of the bra is a good fit. I would also recommend you look out the Fantasie Celia, as I've found it gives me a similar shape with nice wide wires, but isn't as deep in the cup (I wear a 30DD for reference). The downside is that the back runs huge and a 30 is the smallest size. If you don't mind using a rixie clip then it might work for you though.

I've not tried the Alexa, but from what I've read on here, it runs bigger than other Cleo balconettes. Certainly Melissa and Bella are quite similar, though I find Melissa a tiny bit shallower. I've only started wearing the right size bra in the last few months so I've not tried the older models. You could give Marcie a go - really didn't work for me, but lots of people on here rave about it, and the fabric is stretchy and a bit more forgiving (though realise you may not want to risk shipping costs).
I have a Juna in a 28E and a 30DD; the band is quite stretchy but I think you'll be ok - I measure 29 and wear the 28 on the loosest and the 30 on the 2nd. I would think you'll be fine in the 28DD based on that, though we might be a slightly different shape as I have had no success with Freya -padded or unpadded. I hope you have some success - it's an expensive business if you have to keep paying international shipping costs!

helpfulI'm quite shallow too, and what I've learnt is that 3 part cups are just a no no for me, especially unpadded/lined ones And Freya unpadded balcony-plunge styles are the devil.
You look like you would be better in half cup/demi cup styles, that'll be much more flattering too. Bravissimo do some really nice unpadded half/demi cups with wide wires, might be worth a try.

I've read lots of fitting issues here about Freyas, yet I really like some of them. I've put wider underwires in a couple of my Freya bras, and while they do get a little wrinkling at the tips of the cups, depending on my movements or position, I LOVE the uplift they provide. My Freya Sadie (in 28DD) fits perfectly, yet my Freya Pixie (in 28DD) wrinkles on the tops of the cups. I put wider underwires in the Pixie (it's such a pretty bra I want to wear it) and now the wrinkling occurs only with certain movements, and usually only on my right side.
I don't think I've ever tried demi/half cups before because, in pictures, they look like a style that would drag my breasts downward. I see they are very popular with shallow breasts so I will be trying them soon! Thank you so much for your help.

helpfulI have quite projected boobs, 36J, but they are very soft. I got the gaping at the top of the cup in my usual size. I went down a cup size to 36HH. That still had top panel gaping and also a very weird shape. I think these bras just aren't made for everyone. When they do fit, they look very good. Cute colors and very cute shape. But they sure don't fit me and I see this top panel gaping on a lot of bratabase members. The Cleo balconnettes seem to all be the same, as far as I know. Probably not what you wanted to hear.
