Issue resolved
Band was too big and cup style wasn't good for my body. A 30DD with demi or half cups was much better. I also took in the band of this bra so I could keep using it.
Original problem
I've been struggling with finding the right bra after I lost some weight. This is the campus push-up from Victoria's Secret in 32D. Im not sure if it's too big or too low or what?? When I take it off I can see that the underwire sits maybe half an inch below my breast tissue which I’ve read means it’s too low. But when I pull it up the underwire feels like it's lifted away from my body and the center gore doesn’t lie flat (not drastically, but I can fit my little finger under it) but also the cups gap at the top! and I feel like my breasts are falling out the bottom. I find myself pulling it back down as I wear it, or doing the “scoop and swoop” so I’ll fill out the cups, and it feels comfortable, but then it’s back to sitting too low (this is how I have it in the photos). I thought it could be because it’s a push-up bra and the extra padding takes up room and this is normal? Or are the cups too big? I have very shallow breasts, so I can’t imagine that they’re too small. The band feels tight and leaves red marks but I can still pull it a few inches from my back, so I don't think it's too tight. Any help is appreciated!

The gore don't lay flat against your sternum, so the band is too big, or cups are too small, or both :
Does the band moves when you moves ? If you rise your arms, does the underwires go away from your ribcage ? If yes, your band is too big, and cups can't stay in place.
Try to put the center gore flat on your sternum, do you quadraboob now ? Or do you fill perfectly the top of the cup ? If you quadraboob, I recommand trying to find a new bra with bigger cups.You can also have a specific sternum's shape that curve into your body, so your gore can't lay flat, but I think it is more a bra size related.
The bottom of your breasts are too firm or too big to be squished by the push-up padding at the bottom, so your breasts are pushing the bra down, not the contrary. Normally, with this issue, you should try the cup size up, and if it don't works, it is because the bra and your body are not compatible and you can't do anything. If you don't quadraboob when putting the gore flat, I don't think sizing up can help you, because I am afraid you will have some empty space in the nipple area or in the top of the cup. But next time you go to a bra store, you can try the cup size up if you have this issue again, and see what happens. If you quadraboob with the gore pulled flat, I really recommand finding a bra with bigger cups.
For your next bras, I think you can find something good in size 32D, 32C and 32DD, in half cup style ( bras with one vertical seam in the middle of the cup and a higher gore, theses bras generaly have a push up effect without the need of padding at the bottom, and have cups more "flat" than "round" and works better than plunges push ups for shallow breasts).

If you like this bra, you can try to alter the band (remove the hooks, cut a bit of the band (not much) and replace the hooks).
I am happy you find some better bras to try in stores ! Did you buy one ?

Yeah VS only carries 32 and up :( but I did go to a department store and tried on a 30DD and it fit much better! I just wish they were easier to find in stores!

helpfulMy guess is your breasts have too much projection at the bottom for those cups. I have this problem with molded cups - there isn't a molded cup in existence that doesn't settle a half inch from the fold under my breast. I wear them anyway because they still give decent support, but for a really lifted, super comfortable bra I have to go unlined.
The main problem with the wire sitting too low is that it's often uncomfortable. If you don't find that to be the case, you might be fine with a bra that does that. But my suggestion is to look for another style with a little more depth at the bottom of the cup. That may have to do with the padding, or just with the style of the bra.

Thanks for the suggestion! I think that may be the case with me as well. I tried some unlined bras and they fit nicely under my breasts, but I still had a bit of space with the molded cups I tried (though not as much as with this bra). It's not really uncomfortable, I was just concerned it meant the size was wrong, so I'll keep the bra. I just won't be buying any more of this style!

helpfulIt's not a terrible fit, but to me the band looks too big and the cups look too small. Also, the cups look a little low, as though they are not in the folds under your breasts. If the band feels uncomfortable, though, you're not going to want to go smaller. It's hard for me to figure out what is considered a good fit in push-up bras, because when I look at the models in website/catalogue photos the bras always look really small in comparison to the models.
Larger cups would contain your tissue both at the center gore and in your armpits, and the bra probably wouldn't feel so constricting with bigger cups. For me, if I bra feels really snug at first I know it will last quite a bit longer. It make take a few wears to break-in, but it's worth it because I get my ideal band for some time.
Soma has push-up bras in size 32DD and they have great sales. See if you can find an "Embraceable Push Up" at Soma! Their bras are way more supportive and strategically designed than VS.
Affinitas and Calvin Klein have push-up bras in size 32DD (and 30DD), as well and they are also usually reasonably priced.

Yeah that's what I was what I was concerned about, the cups not sitting in the folds under my breasts. It's true push-ups always look so small on models- i feel like it looks huge on me!
I tried some 32DD bras and they were too big in the top of the cups, so I think it's more of a band size issue. I agree about the band snugness. The 32D felt snug when I bought it but then it stretched a lot! I tried a 30DD and it fit better, the band is tighter but after breaking it in I bet it'll be a good fit. I like Calvin Klein bras, I'll have to check out Affinitas. Thanks for the help!

Thanks for the suggestions, they really helped out! When I pushed the gore flat there's no quad-boobing, and I tried some 32DD bras and there was gapping at the top. I think the main problem was the band being too big. It fit snugly when I first bought it, but after a few weeks of wearing it I can now fit my whole hand under it! I tried 30DD in the half-cup and demi styles and they fit much better.
