Issue resolved
Unfortunately haven't been able to find anywhere that has a 10D in stock to try. As this is a discontinued bra, I'll have to accept that, for practical purposes, I am sized out.
Original problem
I can't quite tell if the cups are too small. I seem to get the slightest quadboobing, but one of the cups has slight wrinkling down the bottom near where the underwire would be. Straps are loose, and already on their smallest size. Gore appears to be resting on breast tissue. Mild pectus excavatum, so gore won't completely tack even with correct fit.

helpfulYes, it's much too small. Since there is no underwire, you are spared the problem of the wire painfully poking breast tissue, but just by looking at photos 1 and 3 we can see that the cup is unable to contain the entire breast. Even in a plunge style, you usually are intended to get more coverage than this, especially on the sides of the breast and the upper outer quadrant (that is how plunges offer some support and stability despite a very deep and wide neckline, they need to contain the outer half of the breast pretty firmly).
It looks like you're sized out of this bra unless you are prepared to try a 32 band--since you don't have a very large heavy chest, you might be able to get away with a 32D.Also, side note just FYI: the gore on a non-wired bra will not tack on anyone, even those of us who don't have pectis excavatum. Only wired bras are designed to tack.

helpfulLook at your breast perimeters - they range from 7 to 8.9 inches. Look at the cup depth - 6.3. That gives you an idea of how much breast doesnt fit in the cups. now, this is a plunge, so it covers less, but still - thats a big difference.
