Issue resolved
Decided to try a bra with a smaller cup
Original problem
Going off the measurements I bought a 38hh, I love how the band fits and I wore it for an hour or so, its a bit snug, with the wires right against my skin. I like my bras on the little tighter size. How ever the issue comes from the fact I have extra bra at the top of the cup. I fill the cup out just fine, with no lose fabric until I hit the top inch and a half of the bra. I'm wondering if going down a cup size would fix the issue. Also the band as I said is snug, and the under wire sits about an inch back from where I feel it should be, so could this be a band issue? rather then an issue with the cup sizing?

helpfulI have a ton of projection, short roots, and need narrow wires. The best fits I've found for myself have been Cleo Marcie (not sure if it comes in HH or stops at an H) which is a little wider than I'd like but still works well, and Ewa Michalak S styles.

helpfulWhen you say the wire is an inch back from where it should be - do you mean its too wide, so it keeps going further towards the back? The could only be caused by the band if the band is too small and its pulling the wire - a lot of larger bra sizes have widths that are too wide for most people
I think it looks like you have short roots. I'm wondering if a half or shorter cup would be better. I think the size overall is pretty close but the shape could maybe be better

After reading a bunch of other posts I think you might be right about the band size being to small. Basically the wire in my armpit aria sits about an inch further back then my breast tissue does. I've been looking at balconettes, but I haven't found a half cup in the right size yet.

i feel like someone with similar shape had some luck with an elomi that was marketed for short people? but again, its a little hard to know if too-wide wires are a bad fit/design or too-tight band. For example, some older curvy kates had crazy-wide wires in my size range (32J), but their newer models apparently have gotten less wide.

I bought a 38K from curvy kate, which I like because of how flexible it it, how ever it doesn't even come close to fitting, I fill the cup out with out lose fabric, how ever, I've got two fingers width all the way around my breast tissue before you get to the under wire, and the fabric lays flat on my body.

i think you are very projected with very short roots, most bras are just not built for that. Most womens breasts are more spread out over their body, so the volume is more spread out, not straight out like yours. but there must be something that'll work, idk.

I think the Elomi Etta bra is the one you are thinking of dbmamaz . It is designed for shorter people but works equally well for those that are projected with short roots. I am high set as well so I am not sure how it would work for anyone who is low set or very tall.
I found that compared to other Elomi bras the Etta has narrower wires and the cup size is more true to size. I bought my Etta in a 36J as that was what size I normally fit in for Elomi and found that I really needed a 36JJ which is the same size I fit in for Panache Jasmine and Envy.
You may also have some luck with some of the newer Curvy Kate bras such as Bardot and Madagascar.

I've ordered a Curvy Kate dreamcatcher, in a 38H, I'm not sure if I'll be kicking my self for getting to small of a cup, but I'm hopeful because of the measurements being what I think I need based on what I've got right now to compare it with.

dreamcatcher is super wide, iir - so a lot of the depth of the cup is wasted in your arm pits. older curvy kates didnt translate well in larger cup sizes, at least not for me

Oh interesting, good to know, well it was on sale, so I don't mind chucking it up to experience. someone mentioned the @madagascar, which I think I'll get next if this one doesn't work.
