Buy a bigger cup size
Original problem
It cuts into the top of my bust. Is the cup too small or is it more of a style issue?

helpfulI would also say both, the primary shape issue being that this bra is too shallow and possibly too closed on top for you.

Ewa Michalak S/PL/CH/CHP and Comexim two-seam half cups have better than most projection and the narrowest gores I've found. If you want an unlined bra Ewa Michalak SM and HM may work well. Because of my close-set tissue which n lifted, I'm not able to wear other brands. I hope you are fortunate and can tolerate slightly wider gores. Then, you'll have Panache, Cleo, and Freya options. :-)

helpfulPossibly both, but it is definitely too small in the cup. Do you typically fit in a 28E? I would have guessed a larger cup with your measurements.

I have lost a lot of weight so I'm not sure of my size. And I don't know why it says that but this is a 28F not E

helpfulI agree with both suggestions that the shape of this bra may be to shallow for you. But looking at your measurements the bra is way too small in the cups for you and the band looks like it could be a little tight for you as well. How does it feel on? A larger cup size will let your breasts sit in the cups better.

It looks like it is sitting below your IMF; common when a bra is not projected enough. And, you may require a more narrow gore when your "girls" are supported. Best wishes!!
