Original problem
I don't seem to live in an area with a much of a specialty shop to purchase bras and/or be fitted. I have measured myself a million times and alway feel like I'm playing roulette when I'm ordering bras. I typically stick to 32G panache sports bra for my everyday, it's comfortable and actually likes nice under my grubby work clothes. This is my first foray into a bra that has a tight fit band. I believe this whole bra is just too small.

helpfulI don't think most 30 bands would be too small. The whole bra feels tight because of how undersized the cups are, not the band. I suggest a search by measurements, look for bands that measure 29-30" stretched and cups that are at least 13" deep.

helpfulTutti Rouge is not the best brand for narrow and projected shapes. The Tutti Rouge Nichole might work but I would recommend looking at entirely different brands. As for cup volume, if 30HH is too small then 30J is worth trying. It is a good idea to take a look at the Freya Arabella, Ooh la la, Siren, and Vixen. If the gore on those bras is too wide or if 30J is not voluminous enough, you might wanna research into Polish brands.

helpfulThe two other commentators are spot on, the cups are quite a bit to small for you, which makes the band feel to small even though it probably fits. Try putting the bra on backwards and up side down to test band fit, if it feels comfortable that way then the band is the right size, and it's just that the cups are very much to small for you.
If you look at your laying measurement, thats the natural compressed size of your breast tissue, and in most cases that correlates to your needed depth in the bra cup.
