Issue resolved
Needed to go down both cup size and band size. Other users suggested some suitable brands
Original problem
I fill out the bottom of the cup, but the top has extra room. The straps are too close to my shoulders and tend to slip down. Cup separation seems fine, as long as sides get a little more support. Band doesn't ride up but could be a little more snug. Thinking a balconette or demi bra could be better? I don't want a push up, but lightly padded is ok. Any suggestions or insight is greatly appreciated!

helpfulThis band is at least 4 inches too big. So the whole bra is basically designed for a much bigger, wider ribcage than yours. That's why nothing is working! It's hard to even guess what your actual shape is under there but if it is more shallow try one of the Cleo foam cup designs in, oh, I'd say probably 28DD and 28D. Maybe Maddie? If you're not tremendously shallow in shape, maybe Cleo Juna. See how those work on you.

Here's a link to a bra where you can see my shape a little better. It's also a 32C but I think Victoria's Secret sizing is different because I was fitted in the store for this one and it fits quite nicely. It has a little more padding too. -
Sports bras squish you flat artificially, so that's prob not the best way to assess shape! If you lift up your breasts in a "hand bra" and look in the mirror from the side, do they project out sort of abruptly from the chest wall up on top like this: b
or do they have a really gentle gradual slope going from the apex (point) of the breast up to your clavicle?
Have you ever tried a bra that has no foam or padding? That can also give you an idea.That other VS bra looks possibly the right depth but quite tall and wide for you, even with padding, which usually eats up some cup height (and that wrinkling in the band is not supposed to happen, a band should sit flat and smooth in the correct size). So that confirms to me that you want to look for bras that have the optimal height and width for your petite frame, while still providing the depth you need in the cups. I would recommend the Cleos mentioned above (Maddie/Juna) in 28DD or D, and if you're feeling brave, the Marcie (unlined) in 28D. They're more of a slope!
The only one I have without padding is more of a sports bra. I haven't been able to find any good ones without padding.

helpfulI recomment Charnos half cup bras. Try "Carmen" half cup in 32b or 30c e.g.

helpfulIt's hard to tell if this bra is too big, because it's the completely wrong shape for you. It's wayyy too closed on top, the cups are too high and the band is way too stretchy.
A balconette or demi bra would definitely work much better
