Issue resolved
Bra is too shallow and wide for my shape.
Original problem
Hi,
I'm not sure about my shape other than I'm full on bottom.
I don't know if the cups are too shallow for my shape, or if they are too small.
I quad out of the top (I had to stuff downwards so my nipples weren't showing in the pics). I don't think I'm filling out the bottom of the cup. The gore, band, and straps are all fine and comfy. Something is going on with the cups and I don't know what exactly. Can someone help explain what my shape is and why this isn't working for me?

helpfulI'm thinking that it's not projected enough for you. This bra is known to be very shallow. I saw the other bra you added to your profile and it fit you. I'm thinking that if the Freya Totally Tartan Plunge Balcony fits you then your shape might be projected. I recommend the Daydreamer/Fifi/Bombshell plunge balcony bras as they are the clones of the Totally Tartan plunge balcony.
***EDIT***
Now that I have seen photos of the Freya Totally Tartan Plunge Balcony I'm thinking that you might have average projection, that is to say, neither shallow nor projected. In your size range the Cleo Lucy fits the bill...average projection and great for FOB shapes.Updated on February 4, 2016 Flag this

helpfulThe cups are too wide and shallow. You and I are a similar size and shape, and I had a similar experience with the 28D - Masquerade » Antoinette Bandeau Bra (7151). Unfortunately I think padded Masquerade bras just aren't going to work for either of us because of the extreme shape mismatch.
What kind of bras are you looking for? Click on my profile and take a look at what has and has not worked for me. Keep in mind my breast perimeter is 7" which is slightly smaller than yours.
I don't wear too many padded bras but my favorites are the 28DD - Mimi Holliday » Creme Brulee Balcony Bra and the 30D - Mimi Holliday » Peacock Fully Padded Super Plunge (SS15-1 .

The Mimi Holliday fully padded super plunge is what I would recommend for a cleavage bra. Probably in 28DD or maybe 28E. Stalk them on eBay until you find one for relatively cheap- under $50 is a screaming deal on those and they are SUPER well made and comfortable.
Edited to add: that bra probably won't give buttcrack style cleavage, but more like "cakes on a plate" cleavage. I like it.

Thanks for the suggestions. I'll take a look at them. Are you saying that padded bras in general aren't going to work for me, or just the padded masquerade bras? I seem to have issues with molded cups not fitting correctly and I don't know if that's because of a sizing issue or shape issue. I don't have a preference on bra type, just something with a really good fit to start out with would be nice.

The Masquerade padded bras specifically run really shallow. There are a lot of others out there though! The Freya longline I just tried on is padded (thin, soft padding) and was projected like woah. Check out my review for potential problems with that bra, I wonder if other colors have softer wires, that might make it a good candidate: 28DD - Freya » Crush Padded Longline (1834)
Molded cups for the most part are not friendly with projected busts. The foam does not easily conform to the breast shape, so the breast pushes the foam away from the body, making a huge gap in the cups that looks like the cup is way too big. Most molded bras are on the shallow side so the bra sits on top of a projected breast like a weird hat. Another thing that happens is the front of the bra slides down so the underwire sit well below the point where the breast attaches to the chest, providing no support.
There are cut-and-sewn bras that are padded, usually with thin padding but it can be thicker too! The Mimi Holidays I suggested are cut-and-sewn. This allows the manufacturer to create a more projected shape with the foam, whereas the molding process inherently creates a shallow cup.
Personally I have rejected the idea of a perfectly smooth foam dome for my own breasts, because those bras just don't work for me. Cut-and-sewn bras can have seams that show which is something that bothers some people, but honestly I don't think anyone but the wearer notices.

Yea the gap, I've never had a molded cup not gap. Even if it lays flush when I try it on, as soon as I start moving around, or lie down, there's a gap.
You can even see in the first pic, how there is a big gap when I move my arm, but when I put my arm back, I'm quading and my nipple is popping out :/
The totally tartan freya wires dug in like crazy at the gore and they do not bend. I grabbed some pliers and handed them to my husband to bend them so they weren't digging in. It's fine now.
I don't mind seams showing and I don't need or want a perfectly rounded shape anyway. Those are just what I mostly had because that was before I started buying bras online in my correct size.
Thanks for all your help! I've learned a lot and have a better understanding of what will work for me :) -
I've been leery of trying more Masquerades for the reason runs_with_scissors gave, but I just got a 28D - Masquerade » Anise (6171) and it has quite a big of immediate projection which was a pleasant surprise. It may not be FoB compatible, but check it out, especially if you like tight 28 bands.
What you both are saying makes a lot of sense.
Without a bra on I didn't think I looked like I had much projection, so I thought my shape was shallow. I'm finding it hard for me to access my own shape. Yes I noticed the wires were pretty wide on me.
At this point I'm just looking for a bra that fits lol. The freya does fit well enough but still has some issues (I made another post about it). I got the rhea in the hopes of having a cleavage bra.
