I am working on trying bras that fit my shape and size better.
Original problem
The center gore seems too tall and the top of it actually sits above where my breast tissue begins. The bottom of the gore sits flush, but the top actually points outward away from my body. According to my measurements the 46 DDD cups should be too small (I'm measured at a 44-46 H) but they seem almost too loose, especially since this is advertised as a "minimizer"

helpfulMolded bras disguise fit issues by literally smoothing over them and make it very hard to diagnose what the exact issue is. They're also shallow, minimizers being especially shallow, which is the wrong shape for you; you definitely need projection if you'd describe yourself as pendulous (pendulous is just projection plus gravity, I say). I really recommend you start over with a seamed (padded or unpadded is fine) bra in your properly measured size and try to diagnose/tweak any issues from there. Once I started trying seamed bras, I was able to deduce my way to a perfect fit.

helpfulI would say the gore is not taller than your breast tissue. The first photo clearly shows breast tissue above the top of the gore. It looks to me like the cups are too small, and narrow at the tops. This is why the gore is pulling away from your sternum (photo #2). The tops of the cups are cutting into your tissue, and giving you some "quading" above the cups,

helpfulWell yes sure if the gore isn't sitting against your body, there is nothing to keep the wires secured in one place, and that will cause the cups to flap back and forth. This definitely doesn't mean the cup is too big though! It means it's too small or shallow for you. The numbers bear this out as you can see: your personal measurements indicate a breast perimeter that, at its smallest and most compressed i.e. lying down, is 14 inches. The cups on this bra are only 12 inches deep.
Seamless minimizers are almost universally shallow anyway which makes it very difficult for them to tack properly on anyone with a breast perimeter over 8" or so. I would not bother with this bra at all--instead, try a different model altogether. Knowing what you'd like to find, hopefully we can recommend a likely size to start with. What kind of bra are you looking for?

Honestly, I don't even know where to begin. I chose the minimizer because I'd noticed that in other bras my breasts looked kind of deformed from the sides--the support from the wire and band made the bottoms look rounded, but the tops almost stuck out perpendicularly to my body because my breast tissue is so soft and almost shapeless. I'd hoped to find a bra that pulled my breasts up and in toward my body so that they looked closer to "spherical" I guess? I'm fairly sure that I need a cup with more shape/lining to it to achieve that, but I don't know anywhere to start looking.

I would highly, highly recommend Ewa Michalak bras to you because they have forward projection to allow room for your breasts to sit naturally in the cup, and also give a great round shape. Her S style is the best for this imo. It's a big leap from where you are now in bra fitting and I know ordering from a foriegn brand is intimidating, but they can be ordered through the north american sites zathiya.com and braobsessed.com, and more easily returned.

If you really need a "molded" type of bra, I would highly suggest that you try an Elomi Amelia Bandless Moulded Bra (8740) . It will not give you the amazing uplifted shape that Polish Brands would but it should be easily accessible for you to try through Amazon with probable free returns.
