In an underwire bra that fits well, the gore should tack, and this one is unable to do that. The cups are too small, which is why the band feels snug to you.Most people here use the UK sizing method of selecting a band size close to your snug under bust measurement and then subtracting the full bust measurement from that to get the cup size (so 1" difference is an A cup, 2" is a B, etc). Based upon your ribcage measurement, you'd probably have good luck in a 28 band. To get a cup that fits in that band size, you'd likely have to look at an G+-ish cup.
Think of a bra as corset-like: most of the support is meant to come from below the bust. If your band is too large, your bust will hang from your shoulder straps rather than be supported by the band.

helpfulaccording to your measurements, you should be wearing about a 30FF. I'm curious how that band isnt falling off of you. That bra covers your breasts but does not fit your breasts. When a bra fits, it fits like a glove . . . it conforms to the shape of your breasts.
And no, you probably can not find a bra that fits at victoria secrets.

helpfulIt looks like the gore is definitely not resting on your sternum. I would say the cups are too small which causes the squishing.
