I'll go up in band size and down in cup size and give that sucker a try!
Original problem
The band feels too tight (in the pic I'm using an extender)but the cups themselves feel okay I think. The section of cup under my arm rubs and is uncomfortable.

helpfulSome iterations of the Cleo Koko and its clone, the Cleo Neve, do run about 1" small in the band. For example, the original Neve, the Neve Strapless, and the Koko Strapless run small in the band while the Koko Flirty runs significantly larger in the band.
If you like this bra, I recommend getting the original Neve and the Koko Mode in 34E while getting the Koko Flirty in 32F.
As for the underwire poking at the armpit area you can try a bra whose wires are lower at the armpit or a bra that does not have underwires at all. If you are otherwise happy with the shape of this bra, try the Freya Deco Soft Cup in 32F. It runs larger in the band, does not have underwires, and suits a similar shape as the Koko Mode.

Kittiot since different bras run small or large in the band and sometimes in the cup, you may find that some of your bras will be in 32F and some others will be in 34E. Either way, both sizes have the same cup volume.
