Issue resolved
Cups a bit too shallow and band too large.
Original problem
Straps do not adjust short enough, I feel like I need to go another half inch shorter and the gore doesn't tack. The gore sits about a 1/4 inch off my chest. I think the band is too large also. I went with a 34 band because a blogger said this bra runs pretty small in the band.
The cup depth of this is the same as my 32F Freya Patsy, one of my best fitting bras. The gore tacks on that one well, I'm not sure why this one doesn't tack.

helpfulUsually Tutti Rouge bands run either tight or true to size, but there are exceptions within every brand. If the 34 band on this bra stretches out to 35.5" then a 32 band in the same style might stretch out to 33.5". It also looks like this bra just a tad shallow for you. Most Tutti Rouge styles are shallow.

Yeah, 9.5 in cup depth vs 11.5 in wire length is really shallow! That may be what's preventing it from tacking, as well as the large band. Nichole is a Tutti Rouge bra that's very deep, but it runs extremely large--go down in the band and cup if you get one. Have you tried much in the way of Cleo yet? they have lots of cute styles.

That makes sense! I've never applied that before to my considerations in buying. Whoops.
I have tried the Cleo Maddie in 34E, Cleo Neve plunge in 34E, and Cleo Lucy in 32F and 34E. I think the Neve and Maddie were shape mismatches. Band uncomfortably tight in 32F and 34E Lucy as well as cup too small in 32F. My 34E Lucy works everywhere but the band because it's too tight for long days, but I have band extenders on the way. Kind of at a loss on which size to try in Cleo unlined. Should I just stick with 34E and an extender? Am I just out of luck for moulded bras? I'd really like to get a T-shirt bra in some neutral color!

Molded bras are 99.9% of the time not going to have the projection you need. If you really want one you might try the Panache Black Ardour, or I've also heard good things about the Lulu Tout Madeline.
Panache/Cleo is known for having thin elastic on the bands that cuts in on a lot of people. So that may be why it feels so tight. I would stick with 34E and wear with an extender until it stretches out, then.

Bummer. I just don't know what to try. Freya is usually always a good bet, but I want to own others!
