Issue resolved
Wrong shaped bra for me. Bra is too wide and shallow for my tall roots. I guess I am more projected than I realized, esp. needing immediate projection at the bottom.
Original problem
Fit check? Things I noticed...my boobs don't fill the bottom of the cups. The top of the bra cuts into the top of my breasts but not that much. I also feel like there is breast tissue under my armpit and to the outerside of the bra strap (first pic). Related to breast tissue migration? The band is way too stretchy and rides up my back a bit, even though I sewed in the band a bit. On the plus side, this bra is actually lightweight and it feels pretty comfortable. When I sit down or lean forward, my breasts seem to "grow" a lot. This is the only bra I have that still encapsulates my breasts during those times! It is 65E or 30DD. Advice? Thoughts?

helpfulYou've nailed all your fit issues in the description above. It's too shallow, too closed on top for your tall roots, and too wide. The fact that when you sit or lean over your boobs "grow" suggests you have some degree of projection, and it appears you have some degree of immediate projection as well.
I wouldn't rule out 30E as a size, but I'd try some different shapes. Cleo Juna in 28F or 28FF (it runs large in the band and somewhat small in the cups) will have a bit more immediate projection, and will be open on top to allow for your roots. Cleo Marcie in 30E might be a good bet, too.

Cleo unlined bras tend to be very good at centering and forward facing the girls. If you have Amazon prime there are a number of unlined cleos to choose from. A number of the shapes are similar but there are two or three main shapes Marcie being one, Lucy being another.

Denise5 holy crap, I must be getting good at this LOL. revisa already covered the Cleos but yes, they're great for centering and uplift.
The Charlotte is beautiful, but all of the solid colorways are very wide and shallow. If you want to try it, try the new SS16 "Floral Shimmer" color. It's on Amazon. It was reworked for this season and is much narrower and more projected. It runs large in the cups, so size down one or to. For you, that would mean probably trying a 28E or 28DD, or 30D/DD.

helpfulThe empty fabric at the bottom parts of the cups indicate that this bra is not projected enough for your FOB shape. If you have an FOB shape and your breasts are far apart spaced you might like to try the Cleo Lucy in 30DD. You might even fit into a 28E, so try both sizes and see which one is better for you.

Thank you so much!! You are amazing! My top recommendations on the bratabase computer generator were cleo marcie (.81) 28F and cleo juna 28F/28ff approx. (.48). I am actually trying to get a marcie now! I have a lot of side boob (from being splayed or just wide boobs, i am not sure) but does the marcie keep them more forward facing? I like that it is unlined and room for breast tissue to migrate back! I was going to buy a Parfait by affinitas Charlotte bra 28ff because of the side support and uplift, but the computer only matched it at approx. (.21) Any advice for my next bra purchase if you don't mind? I am actually so unsure of my shape and therefore unsure of what will work. Even picking a shape or "twin boob" was tough because I keep thinking I am smaller or different than I am. Thank you sooo much!!!
