Original problem
Are comexim half cups closed on top or is this normal quadboob? I'm used to cups being way too tall for my short roots and/or even fullness... (btw does anyone know how to tell the difference? I have 3 em nina in 70h, 70hh, and 70j, and I get major quadboob with 70h, the 70hh acts like it's closed on top, and 70j fits like shown on the website).

helpfulI'm not too sure what you mean by "normal" quadboob... quadding isn't really something I think of as normal or abnormal it just happens! In this case it looks attributable to a lack of volume near the gore, the cups do not provide enough room for your center fullness. I also might reconsider the band length if you want to persevere with this particular longline and go to an 80. Longlines often fit really small and for whatever reason this 75 seems not to stretch to your tight measurement even, and this can actually cause the issue you're having due to the cups being pulled east-west.

Getting the cup height reduced won't do much good that I can tell. If there is no east-west distortion that can be resolved by wearing a larger band then you just need more cup volume or even a raised gore to allow more room there.
Longlines by definition are lots comfier in the band, as the tension is spread over a large surface--so something can feel absolutely great while still being tight enough to make the cups fit wonky. It's difficult when a brand doesn't make their band lengths consistent!
I don't know that you measured wrong, for a longline 26" unstretched would be consistent with 31.5 stretched. -
Ah makes sense, didn't think of that. Hard for me to say if there's any distortion, I feel like comexim fits me more e-w than EM? Of course that's with the straps moved in, so does that seem about right?

Well Comexim isn't normally known for an east-west shape, they're more known to bring you front and center, so if you feel like this bra is more east-west than you would expect, that's possibly a sign that there may be distortion.

helpfulby distortion, she means the wires being pulled out to the sides because the band is too tight.
If the cups were too tall (and needed reduced height) then there would be empty fabric above your boobs, or the bra would be coming up higher on your boob than it was supposed to. I have exactly 1 comexim and there is so much room above my boob, where the strap attaches, that I dropped a tub of lip balm in there and it didnt even fill the loose cloth.
this looks too small and possibly too closed on top (which is a style issue, not a customization issue). Usually quadding is because its too small or wrong shape.
I dont really know anything about comexim tho.

helpfulI read somewhere that this specific model (and the non-longline version) are much shorter than normal to "create a more appealing appearance" or something along those lines. Sorry if this doesn't help any, I just thought I should mention it.

This doesn't really look like you have any quad boob. In one picture you have your arms back which of course will give a tiny amount of that effect but I really don't see any quad boob or any signs that this is too small. I sized up to 75 because I anticipated it being smaller and it turned out being a true 70, go figure... the other longline I got stretches to 38 haha. I find this actually really comfy, I can easily fit 2 fingers so it might be my measurement method, I can't believe it's really 31.5" unless I lost weight recently. I'm definitely larger under my band but I have zero cutting in.
I guess I'm wondering if I should get the cup height reduced further in the future? If it were more closed on top? Or just go plunge.
