Issue resolved
This bra is indeed too small in the cups, but the next size up was too large, so I decided to keep it until I find a better fit in something else. It is my most comfortable bra that is close to fitting, so I can't part with it just yet.
Original problem
In the photos, I have the band set to the middle hooks in order for the bra to stay in my IMF (my UB is 26). That isn't really an issue to me, I just wanted to state it for reference.
My upper-outside breast tissue isn't totally enclosed, and I am quadding out of the cups (especially when hooked tight enough), a little more than it looks like I am in the photos. Sorry, I was having lighting issues that I couldn't quite resolve.
The cups seem a bit too small to me, but I am no expert and I would like some opinions.
My instinct is the try this in 28DD. Do you think that would end up being too big for me, or about right?

helpfulEven if most bras fit you better in 28D, there totally might be certain styles that fit you better in 28DD. There's no harm in getting the 28DD, comparing the two, and then keeping the one that fits you better.
Very few people in the bra fitting community wear only 1 size. I myself wear 30C, 30D, 28DD, and 28E.

helpfulI can see that you need to go up a size because the bra I recently replaced looked exactly the way yours looks in the photo and I went from a D to a DD on US branded bras.
Saskia is right about fit variables, what is known as 'sister sizing' Here is a link to a sister sizing chart that should make it easier for you to pick out multiple sizes to try on to increase the chances of a great fit: www.brasize.com I'm in the US and having to convert across UK and European brands (Bratabase has me as 30FF to 30G and in US sizing I'm finding 34DDD/E, 38D and some of the 40C's and D's depending on the brand and style give a very good fit simply because of adjustment to the 2nd or 3rd tightest setting of the bands on each. I made a chart of my own with the corresponding metric sizes too so that ordering online is easier and with less returns of bras that don't fit well. I also look at the measurements given per brand here at Bratabase in the bra recommendations so that when ordering at Bravissimo or others outside the US at least by doing so I'm not returning items as much. helpfulHere is another voice for trying 28DD. It never hurts to try two sizes, to make comparisons. Is the bra staying in your IMF? Try pushing it a bit more up if possible and play around with the band length maybe. I had to close the Panache Black Ardour in burnt red in 28DD on the last hook right away, and my measurements are close to yours. 28DD borders on being too small for me, but I was pretty sure 28E would be too big. Then again, it is Panache Black and yours is Masquerade, it is supposed to be the same cut but it could still make a difference. I noticed too that the wires don´t come up high on the sides, but it works for me. Possible that it would be better in 28DD for you.

helpfulI agree with you that this looks too small. Stock photos and strap placement don't suggest that this was ever intended to fit like a super revealing half-cup bra, whereas that is how it is fitting on you. It might not be perfect in 28DD either as it may be made for "shorter" boobs than your own, but I think it will fit better than this.

I had just assumed based on measurements that 28D would fit me best, but I did end up ordering 28DD (Panache Black this time instead of Masquerade, because it came in nude) and that turned out to be a bit too large. I was torn between which to keep, but I think I'm going to stick with the 28D for now, and actually try ordering the Masquerade version in 28DD, just in case it fits better than Panache Black did, though I doubt it.
dbsbras Thank you, I actually am quite familiar with sister sizing, and I've meaurement-checked every bra I've bought thus far on this wonderful database. 28D is a sister size to what would be more ideal for me in general, which is 26DD. Many 28s are a bit too large in the band, and I have yet to try any 30 bands because, based on measurements, most of them would definitely not fit. I've been tending to stick to trying 28C/D/DD thus far, until I can find a 26DD-ish that seems like it wouldn't be too narrow for my very broad roots.
Merana The bra does stay in my IMF when I tighten the band to the middle or tightest hooks (it's on the middle set in the photos). 28DD turned out to be a bit too large in the cup, so I'm going to probably stay with 28D for now (because the fit is slightly better and it's more comfortable). The 28DD I ordered was Panache Black, though, so I think I'm going to try 28DD from the old Masquerade line (like the 28D is), just to see if it fits differently. I've still got an Amazon Prime account for another week or two, so I might as well. Hah.
wendybien You are right, it is definitely a bit too small for me. Unfortunately the next size up was too large (the Panache Black version, anyway -- it was more full-coverage, but I had gapping near the gore and didn't fill the top portion of the cups)), so I am going to keep this one for now, because it is at least close and it is probably my most comfortable bra right now. Like I mentioned above, I am probably going to try the Masquerade version of 28DD to see if it makes a difference, but I won't get my hopes up. hah.

Merana Thanks for the EM tip! I've been nervous to order from Poland because I don't want to lose money on shipping if I have to return; and because I have very broad roots and am on the shallow side, so I tend to assume many of the polish styles won't fit me properly. I will definitely consider it though.
If I can find the Panache Black version in 28D somewhere I will try it, but they don't have it available on Amazon, unfortunately. :/

I hesitated quite some time before I ordered from Poland too, and I am at least in Europe. I made sure to at least have an idea which size could fit with Ewa before too. Maybe we can compare what fits us, maybe that would help. For me the Ardour in 28DD is on the small side but works, just like your 28D does for you. Then we would be one cupsize apart. We are most likely not shape twins, but I am FOB too. I wear 65C or 60D in the M cut. The 65 band i wear in the third hook right from the start, but with the 60 band I need one or two hooks of an extender until it widens a bit. They are really tight, but I prefer to use an extender to having to get it altered soon. The M cut is really good for the smaller sizes, I have seen it fit well on some girls in our size range. The cup widths on my 28DD Ardour and my 60D M Syrena are equal.

Merana Good things to know! And I really like being able to compare bras with people who have similarities and have tried bras I have also tried, to take some guesswork out of buying new ones. This site is awesome for that!
There aren't enough measurements in our size range for Ewa bras, but based on what is there, it sounds like I might have the most luck with 60C M cuts. Considering the Ardour 28DD from the Panache Black line was just a bit too large for me and it is small for you tells me I generally may need a cup size smaller than you would, so I think I'm on the right track there.
I've been looking at the M Toffi and M Magique for quite a while now, and I see you have them in 60D and 65C respectively. How did they fit for you? I also see that your ribcage is even smaller than mine is, and it's making me wonder if I should go with 65B instead, despite the fact that I do like a tight band.
I know the problem with nearly all bands being too wide so well, my real size would be around 26E if that would be available. Like I said, we two are really close in measurements. Think about trying the Panache Black Version in 28D, maybe the Masquerade Version really is a bit smaller. If you want really tight bras, try Ewa´s M cut in the 60 band. Those are a normal size with the M cut and are returnable, not custom orders like usual. For me the M cut fit very well.
