Issue resolved
Needs to allow for more inner fullness.
Original problem
The wires still dig into my belly/lower chest (possibly due to my rib flare?). My inner fullness continues to push the gore away from my chest and I think it pushes the whole bra down a bit. The cup or band (or maybe both) is a size too small, but I can't tell which.

helpfulComexim wires are not very strong so if it is not tacking, and looking at your measurements, I think you could cup up. Comexim sizes with 2 cm intervals not 1 inch so you probably need one or two cups up from your UK standard. Similarly, Comexim bands tend to run a bit tight. I usually wear 30GG and wear 70K Comexim padded. This would account for the digging wires too. However, the plunge cut does not have as much immediate projection as the 3hc and that might contribute to your wires being pushed down your body. My favourites for narrow-ish + centre fullness are:

The EM SM is the narrowest and the most projected in my experience. The padded EMs are too shallow for me. My all time favourite for projection is an Ava, but it is a little too wide for me!

helpfulWhen my inner fullness pushes down on the gore, i do a reverse scoop and swoop - move the breast tissue towards the outer edges of the cups. it takes some pressure off the gore.
also, try an extender to see if its more comfortable - i had one bra (envy) which really hurt . . i tried an extender . . . yeah, the extender helped more as a pad under the wires lol. I never did figure out why that one didnt work for me

The reverse scoop and swoop does put it into place, but it never stays there. Have you found any bras that do particularly well with inner fullness?

i'm not really in your size range, but Ewa's SF and panache floris and jasmine did for me - the panache have very tall wires tho

Gorsenia has excellent center and immediate projection and may be an option. Even their padded half cups have good center projection. For me Panache, Ewa Michalak, Cleo have a too wide lower gore width which causes fit issues for my center fullness.
Unlined Balconettes:
Wider wires seem to be K000-K199
Narrow wires (and shorter gore) are K200+.Padded and unlined half cup designs have wider wires like the K000-K199 models. With limited data on Bratabase, it is a fitting adventure. Best of luck!

helpfulI think your self-assessment is correct so I would put on an extender and scoop and swoop again in order to better assess the cup shape and volume situation. You probably do need a 70 band but you want to eliminate the cup distortion (that comes with a too-tight band) in order to see what cup size or shape to order next time. I think the pain and wire pressure, and band riding down, will be eliminated with a band that's not as tight, but for the cup you will need to reassess. I think a sister size in a 70 band could be sort of borderline wearable but might not tack fully.

This is awesome, thank you so much!! Ive tried the Cleo Marcie and didnt get enough projection. I've also tired some lined EMs and still wasn't enough. I seem to need a lot of projection.
