Issue resolved

Original problem
I'm still learning what works and doesn't. This one is so close, but it really digs at the sternum and gathers a bit at the bottom. I've got this on the first hook, I order it so I erred on a slightly larger size than normal because of my past tutti rouge purchase.

helpfulIf you still don't have any other bras that fit really well in the cup, I would spring $10 to have this altered really well at an alterations place (or if you know your way around a sewing machine, take 1.5" off each side so you have a band that is 25" when unstretched). This is a surprisingly decent fit for your very center-full shape, so if you can make the band supportive you will have at least one usable bra while you look for more.

Bands that are overly loose or tight usually give me gore pain (and I really don't normally have trouble with gores). In the case of a loose band it is due to the excessive movement allowed by a failure to anchor in place, plus sometimes the gore can tip inwards, sort of stabbing you straight in the sternum. But again I'd only bother with the alteration if you have NOTHING else.. otherwise it is not worth it.

helpfulHi,
Close, but not quite!
Obviously band is too big. You may even find with brands like Cleo, Gorsenia, and Flirtelle that you might be better with a 28 (or 60).
As to cups, I can't quite see, I'd need a three-quarter angle shot and or a closer look at the bottom of the cup. It looks like you do have a little bit of wrinkling. This is most probably due to a cup that is mildly too shallow at the bottom. This might be an immediate projection issue. For immediate projection, you might look at a 30HH or J in Curvy Kate Bardot or Ellace (CK usually runs a cup size small). Alternatively, the Polish brand Gorsenia might suit you in a 60M or 65L (Gorsenia bands are usually very stretchy). Cleo Marcie in 28J might work for you too.
The Gorsenia would also provide slightly narrower set straps too. This strap set width issue is frequent in small band/high cup size because many brands don't scale down.
You don't mention if this bra fits your roots or not. You might be better with a brand that has narrower wires. Gorsenia has narrower wires as well and the newer CKs in certain styles have narrower wires too.
The major issue I can see is that you seem to have a lot of centre fullness. You may want bras with high gores that are good for FoT or you may want to look for bras with good centre fullness. Try this blog for more info on centre fullness:
https://brasticmeasures.wordpress.com/2015/01/04/fit-issues-center-heaviness-is-a-dominant-shape-trait/If you have the money, you may want to trysome special order (and thus non-returnable) Ewa Michalak. They don't come in your size but you can request them. The Ewas are popular enough you could find some for resale by disappointed orders either here or on other bra swap sites. I would recommend the 70 rather than the 65 with Ewas as they run tight, but Ewas are notorious for the wide set strap issue. I can't really wear them.
Alternatively, Comexim will alter your order for you for free (unreturnable of course) and has narrow wires and a narrow gore too. They can move the strap attachment inwards for you, but they can be a bit inconsistent and they are better at padded bras rather than soft cup.
KrisLine might work for you, but I don't have personal experience with them.
You may find success with Freya Rio or with Flirtelle Rosie or Ellie.
Good luck!

I've got an Ewa Michalak S Diament Multiway in a 32 hh apparently(I thought I ordered a 30j) on order and I found a Kris Line Deco Plunge in a 30 I on eBay. Still waiting on both.

I might consider it, but the center gore is painful for a full days wear.
