Original problem
Fits ok when I first put it on, but after moving arms, breasts slip and cups gap slightly. The gaps are larger depending on arm positioning (Ie reaching out in front of me) and there is still some emptiness in the top of the cup that just isn't visible (it would he wrinkled if the cup were softer)

helpfulThe cups are too shallow and tall for you. Your breasts are trying to find the part of the cups that have room for them and are pushing the cups down and away from your chest. Padded moulded bras pretty much always gap when you put your arms in front of you.
I’m no expert on this style of bra in your size range so I’m sorry but I don’t have recommendations for you. Hopefully some others will.

helpfulThis bra appears to run particularly large, tall, open and deep at the apex--overall just big. Size down if you are keen to wear this specific style. Otherwise, I'd suggest one of the Cleo foam/padded styles, they will probably be much easier to fit!

helpfulI completely agree with finallygotboobs I suggest running far away from moulded cup styles like this. According to the cup depth,this bra is entirely too small for you. Push the cups against your chest and I guarantee you'll started quadding everywhere. This is a really tall Gore. Like really tall. It also looks like it is sitting on your breast tissue instead of on your sternum. These gapes are not bad at all for a moulded cup bra really. The bra moves, but your blobs don't which causes gapping. I think that because this cup is too shallow and small for you, your breast tissue is trying to escape out the sides and push the cups far away from your body. I suggest trying non-moulded cups and non-padded cups for better fit. With a horizontal perimeter of 9" you should be wearing more of a 30E, not DD.

helpfulIf you wear the bra upside down and backward, how does the band feel? If your breasts are using band length rather than filling the cups (as it looks to me in your photos), you may feel the band is less tight when you wear it upside down and backward. If the band is looser when worn upside down and backward, read on.
The gore looks too wide for your breasts. It looks like your right breast is firmly tethered by the wire. Do you see evidence of wire marks on your breast tissue? The wires in a properly fitting bra should not sit on any breast tissue.
When my breast tissue is tethered by the gore wires, I present similar non-fill in the top of cups. However, when I narrow the gore and shift the cups toward the other breast, the cups are suddenly filled. In synopsis, what sometimes looks like a size issue is a bra design issue. This may or may not be your experience in this bra. I think this is the smallest size in this bra, but thanks. I looked for a size down, and even if they made a smaller size, I think the wires would then be pressing on breast tissue, because the wire placement was great, the cup depth and height was just really off.
