The outter layer of fabric on the cup has wrinkles. The inner layer is smooth and fits well.
Is this a problem with padded cups? Or is there some other problem?
I should note, the cups were extremely creased and wrinkled when I got the bra. I dampened it, shaped them and gently blow dried.

helpfulThat's perfectly normal and does not indicate any particular fit problem--Freya isn't a deluxe brand and while the manufacturing is competent, cosmetic appearance isn't always flawless. You don't mention how the fit feels, but it has the appearance of a well-fitted bra--it doesn't look obviously problematic from the outside. So if it feels good, it's a keeper.

Hah well it depends what you have in mind by "deluxe" of course! My own experience of higher-end brands is mostly French and the brands that fit my (rather short-rooted) boobs are Empreinte (size down in cup, often by at least 2 cups), Simone Perele (err on the side of a tighter band), and Lejaby Elixir (band is true to size, cups run big so size down by 1). You can get decent deals on the latter two on amazon and ebay. For Empreinte at really low prices, ebay only, or you have to tangle with French online discounters, which can be an adventure. I have also had good luck with Chantelle half cups but the brand has gotten a little bit cheap with materials and designs manufactured in the past 3-5 years are not nearly as fancy the brands I named above--though still very nice. Older models like Vendome or Opera half cups are higher end and you will see the difference if you compare them to a 2016 or 2017 Chantelle half cup.

Does Chantelle make 28E or 30DD? I had 2 Chantelle but they weren't fitting anymore because they were 30E. I got them when in the process of weaning my 2nd child a few years back, then got pregnant again so my breasts never shrank back down. Now I'm down to a 30DD or 28E and I don't think they will fill back out to a 30E or 28F because it's been almost 5 months since I dried up (child is nearly 2.5yrs old so I'm not in the post partum body regulating period either.)

They sell bras off their website. I don't believe they have 28 bands, but they do have 30s. It sounds like you'll want to select 30E (DD) from the pulldown size selector.
I heartily endorse your husband's urging you to take care of yourself by buying better quality bras. Bras that achieve fit, comfort, and shaping will make you feel better. They make your clothes look better, too.

Onceuponababe Chantelle does not have a separate DD size smaller than the E cup size. Their cup size progression goes C, D, E, F and so on. In the USA 54 of Chantelle's current collections are available in 30D, 88 are available in 30DD/E and 99 in 30DDD/F. Obviously if you're shopping a retail site that has some of their past season stuff as well you will have even more options!
However, considering the bras that are fitting you now, a Chantelle 30E in many of their models would likely be just fine or even too small. The 30Es you had must have run very much on the generous side (unless you are converting a French/US 30F to a UK 30E).

It feels great. The band is just a tiny bit tight but I think that is perfectly normal for a brand new bra.
What would be some deluxe brands? I'm super frugal but I'm trying to buy some really good new bras since my husband has really pushed me to take care of things like that for myself and stop "making due" since we really aren't struggling anymore.
