Issue resolved
Learned that deco may never be right for me and that I definitely need a cup over 4.5" wide and that a 28D will probably always be too small.
Original problem
One of my first two 28D bras post wearing 32B's/34A's! Wires are definitely too narrow. Cup Depth is much smaller than mine, but cups still gap and are quite stiff. Gore and wires dig into torso (though I think this would go away with wear). Tissue escapes out side of bra, does not seem to lift or hold me in anyway. If I push cups against my chest so they sit the way they're supposed to I get massive cleavage and quading. Band also seems to be very stretchy and I definitely feel a smaller band would fit better.

helpfulHere's a tip to improve your Bratabase recommended bras: when you know the cup is actually too SMALL, as it is here (only gaping because band is too loose and the cups are too narrow), select "quadding" instead of "can't fill it." When you put the latter B'base will think you need a smaller cup volume. You do not lack the upper fullness for this cup at all, since you quad out with the J hook. You need a cup that is deeper AND wider, and you need a firmer band. Search by measurements for a depth of 7", a width of 5" or so, and a stretched band length of 27.0 (it shows you bands that are a bit bigger and smaller as well).

Lol yes this is a very typical thought process for people in your size range. They have what I call boob blindness :-D And a massive fear of trying on a cup that's too big, as if that would be an indictment of your body! But, the result is you waste weeks and a lot of money on bra after bra which is still too damn small.
My advice is usually to reverse-psychologize yourself and conquer your fear this way: using amazon or some other retailer where exchanges are free, make it your CONSCIOUS GOAL to buy a bra where you think the cup is for sure too big (but try to get the correct proportions and of course a firm enough band). If it is indeed too big while the band remains firm, good, your goal is met: you at least have found the upper limit of cup volumes and you now have a range (must be between the biggest of all the too-small cups you tried, and this depth). So then you exchange it going down one cup at a time until you find the correct volume. (Half the time people find the "for sure much too big" cup is in fact the correct volume or even still too small!)
I would suggest you try a bunch of the Cleos as this would help troubleshoot your shape. Generally, their padded/molded styles have been shallower and unlined have been deeper, but there are variations in height, closed or open on top etc. Look at measurements on here and don't get anything narrower than about 4.8" wide. 7" depth is probably a good depth to shoot for, approximately, as long as that doesn't land you in the too-narrow wire zone. I believe Parfait/Affinitas is known to run supertight in band so a 30 could be good for you there, but I am not as familiar with the cup styles--examine reviews and measurements on here before ordering.

About @Parfait/Affinitas.... do you know anything about their cups wendybien? I keep hearing exact opposite reviews...half of them say the cups are at least a cup size too big then the other half say they are at least a cup size too small! I wish Cleo wasn't so expensive, they seem to be the only brand that I cannot seem to find at a sale price lower than like 40$. I am absolutely in love with Mimi Holliday & Masquerade and most polish brands... I do hope that I am not too wide for the polish bras. After some research and comparison photos, I seem to be between average/slightly projected breast to slightly shallow breasts. I found this amazing guide on ABraThatFits on Reddit that had many photos of women between 28D/DD/E/F & 30D/DD that showed the full range of projected breasts to shallow breasts and everything in between. That subreddit page has a lot of good, in-depth information! So I'm neither shallow nor projected, but about "average."

not sure about Parfait/Affinitas cups but many brands have some collections or designs that run a bit big and others that run small.
Cleos are often on sale on amazon, I'd take a look over there!

helpfulThe Deco gaps on a lot of people, even if the volume is kind of right. People with quite a bit of upper fullness find it works ok, but it is a difficult fit for many. This cup size looks too small for you - but I think even if you size up it still won't be the right shape for you.
Personally I think you might be around a 28DD or E in Cleo and Panache. How would you describe your shape in terms of vertical fullness - are your boobs fuller on top or fuller on bottom? Or even perhaps? If you feel comfortable saying a little more about your shape I can give you some recommendations for those brands, if that's something you're interested in?

helpfulYou may find Wacoal's B.Wow'd has a wider cup. The band in both the 34 and 36 bands ran 2" shorter than printed size. This makes me optimistic that a 30 band may work for you. Of course, may is the key word. An added bonus: the wires are foam encapsulated. If you haven't experienced those, you may want to try this bra for that feature alone

Thank you for the suggestion! I have been looking at quite a few bras from b'tempted (since Wacoal got rid of their petite line aside from one bra). After trying on (and wearing 1 to work) my two 28D bras, I have found the Freya 28 band a bit loose. I luckily have a sewing machine and am going to attempt to learn how to shorten bands or line them with ribbon to stop them from stretching.

helpfulTake a look at Saskia_C's bras for some good bras for you. You look like you have a wide, shallow shape which will mean certain brands will be great for you and others won't.

Thank you! I've been looking over her pages. Although I am still rather unsure of what my shape is...at first I thought I was wide set and shallow. But when I take my bust circumference or h.perimeter, the largest measurement is typically above the nipple, and when I lean over all the volume seems to fall above nipple as well..and the outer line of my boob quite circular....I also used to think my breasts were wide set....but I've started to notice most Gore's are sitting on my larger breast and there's only about a centimeter of space between the tissue on my sternum....perhaps I am functionally FoB. My tissue goes up to about an inch below my clavicle. When looking from the profile, the shape is gently rounded down to the nipple, that sticks out some (pointy/connicle-ish shape) then rounds into the chest. Although I'm definitely wide.

From your description it sounds like you're FOT and center full - I thought I was wide set until I realised what my boobs were doing when supported, sounds like you might be experiencing a similar thing? I would definitely try searching by measurements, as wendybien suggested. I only recently discovered this feature of BTB and I find it gives me much more accurate suggestions than the Recommendations page.

Thank you wendybien that was very concise. I will go back and change that. At first I was like "what quading, where!?!!" But then I looked over the pictures and I began to see it, it's just not overflowing in the sense of what I typically think off when I think of someone whom is quading out of their cups. I have used to the measurement search before...but I have only searched for stretched band & cup depth... I have this..this "fear", this voice in my head telling me I absolutely can't fit a depth above 6-6.5"...even with all this evidence popping up to the contrary. I'm definitely going to try though because I don't want to forever be stuff in cups that are too narrow and too small for me!
I think I may be experiencing something similar rubypig hopefully with a few more bras I can have a more sound opinion. Although what you said sounds like it could very well work. The funny part about it is, is if I were the one commenting on someone's help post, I probably would've said the same thing after reading a description similar to mine. And yet I feel like I know very little when it comes to myself! If you can think of any molded cup bras like the Deco series that you think would work for me, I'm all ears!
