Will try moving up a cup size to a C.
Original problem
Not sure it does not fit. Is it quadding a little or is it OK?

helpfulIt’s a little hard for me to tell without a side angle picture if your boob is being cut off by the bra’s cup or not. If I had to guess, the cup looks ever so slightly too smalł, but not enough to justify going up a cup size. Do you feel smushed/cut off, or does it feel okay?
Is it comfortable? Fit can be a little subjective in some ways, and if you feel like any given issue isn’t personally a problem for you, don’t sweat it not being perfect.
On the other hand, if you don’t like how it feels, the shape it gives, or how it looks under clothes, it’s probably not a great fit.

helpfulAlso, since I just noticed your band also feels too tight for you, you could try sister sizing this bra to get a similar cup volume and loosen the band fit, which may be enough to make you comfortable.

helpfulFrom the front, it is difficult to say for sure if quadding occurs, as it's often masked by the lighting. Adding a profile photo, from slightly above or below, &/or an angle shot would great help for sure.
That being said, it does look like the cup is pressing in, more of a flattening than a quadding on you Right breast. Different bra materials and the type of tissue you have (soft vs firm, dense vs squishy) all can affect fit and how our our breasts react to the bra materials.
Since this particular bra has more of a smooth edge, it would be more prone to this flattening than quadding when the cups are too small, especially with firmer or denser breast tissue. The cups being too small could also attribute to the band feeling too tight. This would make sense since the measurements say the band should feel nice and comfy otherwise.
I would say try loosening the straps first and see if that helps at all (though I am not thinking it will in this particular case), otherwise yes, try a cup size up while keeping the same band.

Pictures #2 and #3 above are the same bra in 38C. More Comfy and I think it looks better.

Thanks, MB. Makes perfect sense. My breast tissue if firm. Since I really like this one, I will move up to a C cup and see how that works.
