Issue resolved
The straps were too tight, causing the discomfort in the band. Adding a extender helped with the gore digging into my chest. However, this style is the wrong shape for me. I will try a different model.
Original problem
The band is too tight. The gore wire digs into my chest; I think it's too low but I'm not quite sure. The gore itself doesn't tack; I can place a finger between it and my chest. The cups gape at the top. The wire seems to be correct, but it could possibly be too narrow. I know I need to go up a band size but should I keep the current cup size or go down a cup size? This is a 28E. I'm considering a 30DD or a 30D.

helpfulWith this and the other fits, have you tried the bras with an extender? Judging from the measurements, it looks like the bands really are too small, but have you also done the band up with the cups upside down on your back (to determine if it’s feeling legitimately tight, or tight because it’s small in the cups and everything is fighting for space)?

I'm not sure. I will let someone else who knows more chime in. But here's what I think. If the band is fine with the cups on the back and upside down, then it shouldn't be too tight, in theory. The gore not sitting flush could be that the cups are too small which is pushing the gore away from the body with your breasts which will also make the band feel tighter than it should if they had enough room. I don't know if that other test you tried is valid in diagnosis of bra size and fit issues. It might be, but I have not heard of it. Have you tried an extra row of eyes on an extender? If so, how did it feel? Did it adjust the fit any?

Even a well-fitting band will pull the wires out a little, so the cups will fit slightly differently when the band is closed. Good call on the band test tho!
There are not very many reviews about this bra, and most of them are not super descriptive, but one seemed to think this bra is designed to flatten the breasts more? If you like the look (it is pretty!) you could go up a cup size.
But you might also want to try some other brands

I tried the extender and that helped a lot with the way that the gore digs into my chest but It just made the top of the cups gape even more then they already were and it made them seem rather empty. I must be the wrong shape for this one. Disappointing, it's so pretty.

helpfulThis bra is designed for someone with full on top, tallish roots who does not need a lot of depth at the wire. It’s designed to provide a soft mounds push up type cleavage. If this sounds like it might work for you, definitely try it a band size up.

Also, I note you say you have a wide root. The smallness you experience might have to do with the wires squeezing your breast root at the sides, as they are quite narrow.

helpfulI have to make the same notation here, the band is wrinkling like that because the straps are too tight. I think you are consistently over-tightening your straps either out of habit (from wearing a bra with bands to big in the past) or to force you breast up to fill up/over fill the top of the cup.
I see the lovely Calluna has already gotten you to do the band test, doing that test shows for sure that the band is not too tight for you!
I think this bra is simply too shallow for you.
Because the bra is very shallow and your breasts are not, they fight the bra for room which is causing the gore to lift away from your chest and causes the wires to dig into your rib cage.
And a little note on padded and molded bras, it tends to not matter how well you fit them with your arms at the side, when you lift your arms up the cups pull away from the body because they are not formed to the breast like a nice non-padded model.

I also wanted to add that being as fair skinned and lean as you are you will ALWAYS have red marks from your bra when you take it off, I know I do. They just aren't supposed to be painful red marks. Much like when you take off a tight pair of jeans or regular fitting underwear/socks their are red marks from the garment. That is perfectly normal.

Thank you. You are correct about the straps, I was wearing a 32B before I got my new measurements. I loosened the straps and put an extender on and both of those helped with the tight feel of this band and the gore issue, but you're right, my shape is wrong for this bra. I still can't quite fill it. I'll have to try some thing else. I'm bummed; it's such a pretty one.

I just tried the band upside-down. This is one of my first bras with my correct measurements, I hadn't thought of trying that.. It seems that the band itself it fine (I can easily put two fingers between it and my chest) but the cups are still a problem. I also tried it on without the straps and held the wires in place with my hand. The upper cup is almost completely empty when I do this even when I scoop and swoop but with out the splay from the band the wires themselves are too small for my breasts. I'm FOB to more even fullness. Does this mean that this bra is for someone who is FOT? Or would a different cup size fix this?
