Issue resolved
I loosened the straps, which were pulling too much on the band and the cups, causing it to feel too tight and the top of the cups to cut into my breasts.
Original problem
The band is too tight and the wire sits too low on my chest. There is probably a 1/4 inch between the wire and the bottom of my breast. The wire itself does seem to be the right size though. I have the straps tightened as much as is comfortable.The gore was flat but dug into my skin. The top of the cups cut into my breasts (at least the left one, which is the bigger one). This is a 28E. Should I try a 30DD or should I go up or down a cup size?

helpfulIt seems like the cups are too high and too closed on top for your shape. The edge is cutting in a little on your left side. From this picture http://bra.pe/IkOx/ it looks like you need more space on top. Maybe try the Cleo Marcie or Minnie in a 30DD or 28E.
The band doesn't look too tight on you. For comparison this is my back in a tight 28F http://bra.pe/IhgX/. But you have very little body fat (cushioning) so a 30DD may be more comfortable especially if you don't need that much support. Try to put the bra on with the hooks in front and cups upside down. Does it still feel tight? You can also wear it with an extender until it stretchers a little.

helpfulIf the band feels too tight, then going up a band is always a good option as your comfort matters! In regards to the cups, it is always difficult to see what's going on inside molded ones, but the empty on bottom (wires below IMF) and cutting in on top can be due to a variety of reasons, which would yield different suggested approaches. How do the cups fit/feel aside from the sitting too low and cutting in on top? If the cups otherwise feel very full (breasts really pushing on them with a deep breath for example) you would want to go up a cup (30E), but if they feel like you still have room & the breasts aren't really pushing on the cups, I'd say skip the molded cup style as you most likely won't get a good fit with it.
Trying the band with an extender can help show what both the band and cups feel like without that excessive band tension you are feeling. It might help you to access the cup fit better as well.

I agree with Mama here, if you really like this bra and wanted wear it you could probably get away with a 30E or 28F, but I personally don't think you're breasts a very suit to molded cup bra's. It is also easier to get down the range of sizes you need in different brands and what shapes work best with your breasts through trying non-padded, non-molded cup models.
And yes, I have to bring it up again, your band feels far tighter than it normally would because the straps are over-tight! I can clearly see the straps pulling the band upwards on your back.

I have to put the words in quotes because, the bands are not cutting into me they are simply hugging me snugly enough to keep from sliding around my body and also keeping my breasts inside the cups. -
I loosed the straps and that made a major difference! It's still tight but not unbearable like it was and it's no longer cutting into the top of my breast. Thanks for the suggestion and the pictures, LeProfessor. I'm use to wearing a 32B so I always tightened the straps a lot. MamaPagan, with the straps loosened I still don't quite fill the cups but it's much better than it was. I don't think I could go up a cup size or I might have gaping on the top as well. I think I'll just use your suggestion of an extender until I get use to the band. Thanks for your help!

Wow, thank you for the picture. That shows me that the band isn't too tight. It must be that I'm use to my old incorrect measurements. I was wearing a 32B for the longest time and I'm not use to how tight the 28 is. Trying it on upside down is a good tip. Thanks.
