Issue resolved
Moved bra up and will get extenders soon. Thanks for all the help ladies
Original problem
Feeling like I don't fill it out but also feeling kinda squished. Possible empty cup on the sides. Gore was issue but now use to it. Any help and suggestion are greatly appreciated.
Edit: have moved bra up and getting a better fit now. Band seems tighter but will look into extenders.

helpfulIt looks like the cups are sitting pretty low on your body. What happens when you pull the cups up so the underwire sits directly under where your breast tissue ends? That's where they ideally would sit. It appears from the photo that they are sitting about an inch lower than that--correct me if that's not what's happening.
Once you've done that, I'm wondering if the cups will start to seem too big.
Either way, I think you might be well served by narrower wires and a deeper (maybe smaller?) cup.

Honestly, the underwire issue is probably because your band doesn't stretch enough for your measurements. 1 inch of stretch just isn't comfortable. You should be able to pull it out about 2 inches from your body (without stretching it too terribly hard, but also with some amount of tension if that makes sense). This requires about 3 inches of stretch beyond your underbust measurement. That band just seems way too tight. If you have any extenders, I would try one on and see how the underwires feel.
It would definitely explain why your boobs feel squished. Furthermore, as tight of a band is not as necessary in smaller sizes since there's less weight being counteracted by the band. That being said, it's a matter of preference.

I don't have any extenders so I guess its another bra to add to the doesn't fit stack.

pumkinswife bra extenders are like $1 each. It is worth trying one.

pumkinswife, I don't know where you're located, but if you have a Bed, Bath & Beyond near you, that's where I bought a 3-pack of extenders for a low price.

helpfulAs BIHAL said, it looks like you're wearing your bra way too low. Tug it up until it sits on your breast tissue, then put it back just below where your breast tissue starts. You'll get better support when wearing your bra directly beneath your breast tissue. This looks like a case of reverse letterphobia to be honest. Does the band feel alright? The cup is definitely too big, that's for sure. My guess is that a 30D or 32C will end up being a better size in this style (assuming that that's the actual stretched band length).

helpfuli have almost your exact measurements! i'd assume from the photos and measurements that you have shallow breasts?
like the two comments above suggested, try pulling up the bra. then try scooping and swooping (keep your back parallel to the floor!) http://bustyresources.wikia.com/wiki/Scoop_and_swoop i know it may seem unlikely when one has a smaller bust, but if this your first correctly-fitted bra, there IS breast tissue hanging out in places it shouldn't be and so bras might seem to fit a little funky at first. you'll notice your breasts changing shape as time goes on wearing properly-fitted bras and it shouldn't be such a thing, IME.
in my opinion, though, i think most of the problem you're likely having with this bra is the shape of it. it is a demi bra, which is better for your breast shape, but the side of the cup still go pretty high as if it were a plunge, which always gives me feelings of 'not filling out' and whatnot. you can still wear this while you look for more bras if you're comfortable, but i'd recommend -- just from what i'm seeing here so i may be wrong!! but this is my experience -- next time you shop for bras, look for balconettes or demis with a more 'straight-across' cut than this one, if that makes sense.
i hope this comment is helpful!! for what it's worth, though, it looks like the bra will totally look fine under clothes, so at least it's wearable while you look around for bras even if it's not the best fitted!
ETA: ahhh, i just saw your recent comments about the band length! yes, go try out a bra extender, they're seriously like a buck each at a fabric or craft store such as Michaels or Jo-Anns and it should really help with the comfort!

Also went and looked at your profile that 32D Angels bra (sorry if this sounds creepy or weird) but I felt like I was looking at myself! I'm gonna keep wearing this bra and hope I get use to it. I tried stretching it again and it does stretch more then the 29in listed it is more like 31in but that might be over stretching it. The wire crushing feeling is only in one spot and I think it just sits funky on my rib because I can exhale fully and the band still feels good. But will look into the extenders anyway. Seems like its good to always have one around just in case.

Ok so I adjusted the straps and moved the bra up an inch or so (didn't realize it was sitting so low). Been wearing it since you commented and while it feels better and I feel like I'm filling it out better (still have some empty sides) the underwire feels like it is crushing my ribs, BUT the band its self fits great (to answer your question Jillsas).
