Issue resolved
I am learning how to find the right size bra and have plans to go try some one in a store that actually offers bras in those sizes
Original problem
obviously the band is too big and maybe the cups are too small- only at the bottom side does my breast tissue sneak out, but otherwise it FEELS like it fits. I like that the band doesn't cut into me, but the straps are a little too wide. Do I just need to get used to bras being much much tighter than I am used to?

helpfulI found a picture of myself on A Bra That Fits Reddit, used as a sort of "Don't let this happen to you"; explaining that when bras feel too big and too small at the same time, you probably have wide, shallow boobs. Hopefully Reddit won't get ahold of your picture, or it will be up there next to mine, LOL. You need wider, shallower cups, taller sides, and cups that are more "open" on top. Trust me!

ShaniSunAZ Is your picture still there? I post there too and it is explicitly against the rules to post pictures of someone other than yourself, unless it is an advertisement (still not allowed if you are doing it just to make fun of fit.) I would be happy to message a moderator for you to try to get it removed if you would like.

helpfulI think the band need to be tighter, because 48 inches stretched is going to be a little large on you. I also think you should go up a cup size or so.
Are the wires encasing your breast on the side?

except when i lift my arm, they fall out a bit at the bottom, but is that just from the band being too big?

Yeah the band is a good 4+inches too big. It looks like it is because the band is so stretchy I would also suggest a f-g range cup. :)

helpfulThe only reason it appears to fit at the top of the cups is that the breast is not securely sitting in the bottom of the cups--there's no way breasts falling out of the cup bottom is a good fit! You need a smaller band (one that sits on your torso instead of breast tissue--roughly 4 inches lower on your body than this one-- and is snug enough that there isn't room for boobs to escape south) and a muuuuuch larger cup. Have you used any size calculators yet? I'd try a 38 band and something like an F cup (or G in US sizing)

helpfulWith your underbust measurements I would recommend you try a 40 band and a larger cup. I would guesstimate around 40DD.
Definitely read up on shallow shapes.

You are also obviously battling with this problem: http://imgur.com/0zixCQ5 - some women don't have quadboob, they have underboob. Instead of extra tissue coming out on top, they have extra tissue coming out under the wires. This is a sign that you are bottom-heavy. You need bras that accomodate that.
The Elomi halfcups (Lara Halfcup, Paloma, Imogen Halfcup) are not too bad. Others also had luck with the Freya halfcups, try those in a 38E with an extender.

helpfulWires are lying on your breast tissue, this is bad. Cups are too small and narrow. The band also must stay in its place when you rise your hands - it means the band is too big especially since you use it on the tightest hook. When the cup will be wide enough, the band will not feel tight anymore. Try 40 or even 38 backs and bigger cups like E, F

helpfulBra band is too big , that's why breasts are fall out of bottom cup. Cup is too small, it's not tacking on chest wall. Too much tissue from top of cup. Bra needs to be snug, not tight. When lifting arms over head, bra needs to stay anchored to body . You tissue is fuller at bottom, try a style with a band under the wire for additional support. Try 40 ddd

Oh no Shani that is terrible! How unethical to post a pic of you without your consent. It's not hard to get hold of an ill fitting bra and post a selfie if someone needs an educational picture!
