Finally found a few bras that fit.
Original problem
I love the shape this bra gives. But the straps cut so far into my armpits that I end up raw,red, and welted within a couple hours. This is an issue with all mt bras. They all cut into my armpits. I need a bra that has closer set straps but not too tall of a cup. Im 5'3" and have a short torso. Full coverge bras swallow me up.

helpfulI found the Charlotte to have very wide set straps. Can you alter your bras and move the straps in? Or go down a cup size?

Because the straps are sewn closed around the loop, I used a seam ripper, and carefully undid the stitching where the straps attach to the loop on the back. Then I crossed the straps and sewed the straps closed around the loops. Ideally, I would have added a way to make it convertible, using hooks, etc. But I wanted a quick fix, and this worked. I just ordered the same bra off of zullily for $10(!!), but in a 28K(much closer to my true size), so it will be interesting to see if it fits correctly out of the box. With this alteration, it looks lovely, the sides lay correctly, it's just a little harder to get in to. I'll try to post some pics this week!

helpfulA frame width of 12.2" actually suggests your shoulder to shoulder dimensions aren't disproportionately small--sometimes women identify their shoulders as narrow because they have slight upper arms (creates a visual impression of narrow upper body and means your shoulders often don't fill out the shoulders in jackets for example) or because they are a little bit sloping, but this doesn't actually mean that your build is narrow enough to be a problem for bras.
It looks to me like you've tried a lot of bras that, in your size range at least, are wider and shallower than your natural breast shape, meaning you've had to size up to get appropriate depth, and this is how you end up with cups wide enough for the straps to be in your armpits. Looking at your lying down boob perimeter (less than 9") it doesn't make sense that you would need a cup that is almost 10" deep... EXCEPT if a good bit of that depth is not being used, because it's situated on your sides, whereas your breast tissue doesn't wrap around far enough to reach the wires.
I see you have a Cleo Lily in your bra list which was only 5.5" wide and it doesn't look like it was too narrow for you. I think it could be worth experimenting with bras that are even narrower, and with a cup depth of about 9". Do a search by measurements and see what you find.

That makes a ton of sense. I just bought the Claudette Dessous in a 30FF and 32F so we will see how less depth and narrower cups works.

Same problem in a size 32K Charlotte. The straps were so wide, the fabric on the side of the cups wouldn't lay flat. I corrected the issue by altering the straps to cross in the back. A simple alter if you have access to a sewing machine. It completely corrected the issue for me, and the bra is very comfortable now.
