Issue resolved
Loose fabric on top isn't counter conductive to support and not visible under clothes. Adding a bra extender to reduce strain on the band.
Original problem
So I'm going with fitting issues for this bra is more due to style than size. Since I have both the Melissa and the Ellis in the same size and only one of them is loose on top. Question: If it wrinkles/gaps on top but is otherwise a good fit, is it still a keeper or should I send it back? (Don't really want to deal with return shipping, etc.)
Also, these are my first bras close to my correct size and non-padded/molded (was wearing 36DD before), is it normal for the breasts to be lifted so high/projected forward? Is some bounce normal too? (I probably was bouncing before, but wasn’t paying attention like I am now since these are new).

helpfulFeel free to keep it if the loose lace does not bother you. Also consider your monthly cycle, many women go up a cupsize between ovulation and their period. In these cases having a bra with some loose lace is a blessing.
Yes, the shape is normal. Lifting breasts and making them point forward is what a bra is supposed to do. The particular cut of Cleo George/Melissa/Ellis is especially known for its lifting qualities.
One thing though - the band looks quite strained in the back and looking at your underbust measurements in cms I think you are better off in a 36 band.

helpfulThis bra is very open on the top. It's not the best if you're full on bottom. If you like it, I say keep it. It probably won't be noticeable under clothes. It's so pretty, and I'm jealous of people that it even sort of works on.

helpfulIt looks like this bra is a little bit deeper in shape than the Melissa. Is it a lingerie shoot-perfect fit, no--it's a little deeper than you need. This doesn't mean it's not a feasible fit though. I have one bra that fits like this on one side (smaller boob) and I'm very happy with it.
Whether it's a keeper or not depends on how you feel about it! If there's a lot of bounce, sometimes that means it's just too roomy and it's not giving the support and uplift that you might wish for. Consider your comfort level, both physical comfort and whether you feel happy and unselfconscious wearing this when clothed and going about daily activities.

helpfulYou may well usually be a 34 band, but this bra seems to run about a size small in the band, so a 36DD in this bra might fit more like a regular 34E. If you don't want to return it, I'd recommend trying it with an extender (super cheap on eBay) until it relaxes a bit. And the loose lace at the top is probably a cup shape thing rather than size- a smaller cup would probably cut in just below the lace section.

Trying out the extender, it's slightly more comfortable/looser? Didn't notice a dramatic difference. Did add a photo with the extender. Will need to get 1/2" ones instead of 3/4".

helpfulMine does the same thing. If I fold in the very top edge of the lace, just a tiny bit, the bra fits perfect. If yours is the same way I'd say that it fits. It shouldn't show underclothes, but if it bothers you a few stitches should be able to hold it closer in place. I second the comment about using an extender though. it looks very strained across the back. It might be more comfortable to you that way and last longer

Trying out an extender as recommended below (though need to order ones with 1/2" spacing since I only have 3/4" spacing). I don't think I can tell the difference in the front? In the back it does fill a bit less strained/looser. Not a dramatic difference though. Added a photo with the extender.
