Issue resolved
I still don't really know why this happens with all molded cups on me. It was suggested that I try a larger band and/or smaller cup, or a different shape entirely such as a half-cup balconette. I will try this bra with an extender and perhaps inserts later, but I am not going to be able to exchange it because the store is an hour and half drive away. It's not worth 4 hours and $25 of gas to try another molded cup bra that doesn't fit or work either. I suspect that someone with my shape simply cannot wear molded cups at all, but if you are my shape, the Cleo Toni is the least worst that I have yet tried.
Original problem
The cup volume seems right, but the shape seems wrong. I doubt a bigger or smaller cup would help. The bottom of the cup seems too shallow, the apex is too wide, and I don't fill out the top of the cup on my smaller side, even though there is no gaping. I feel like the wings are too low, but the wires are too wide. Any suggestions for what molded cups might work for my shape? The Cleo Toni seems to be my best so far, but I don't like the lace along the top of the cup on that one (shows under clothing), and I like the shape and lift of the Jana better.

helpfulYou can't pull the bra up any higher? Have you tried sizing up in the band? The band looks very strained. Your breasts might settle down better in a looser band. If you feel that might be too loose, at least try an extender. I'm pretty sure this cup is too big, but the too tight band is masking the largeness of the cup.

Falling down in the front could also be a sign of the too shallow bottom of the cup. I tend to get that probloem with bras that are too shallow for me at the bottom.

Maybe this is just me, but it doesn't look like it's falling down, it looks like it's stuck down there. Sometimes bras fall down because the wires are the wrong shape and therefore don't fit with your natural boob shape, but it shouldn't in theory matter as much if the bottom is super shallow, because if the wires were the right shape, it would stay up there (assuming the band is firm enough, which it is) and then just mold your breasts into a different shape.

hmm, I can only say from my own experience mine do slide down in the front when they are too shallow- whether the band is too loose or not. They seem to shimmy down - the wire and gore.. If its too shallow at the botom..my boobs will push it down as there is no room in the bottom of the cup and will create a similar look to Heleana has here. I get it quite bad in Panache Porcelain(now too small in cup).. it slides down like mad, but this one also is too loose in band. But I have others that do it also. I could be wrong, but it seems this is why its happening in my case.

I think you should look for more of a half-cup/balconette style but I'll leave that to someone with more expertise in your size and shape

helpfulI also did try this in a 36G, but the band was big enough that I was fastening it on the tightest hook and had even more problems filling out the top and sides of the cup on my smaller side.

I tired sizing up the band in the store and a 36 seemed too big, but maybe that was because the cups were also too big? I can order an extender and try it with that. I do agree that the band looks strained, but the 36 was most comfortable on the tightest hook. I did not try on any FFs though. If I pull the bra up, it just ends up falling back down in the front (a sign the band is too small?). If I tighten the shoulder straps much more, they start to feel like they are holding up too much of the weight, and then I'd have to loosen them back out to get the racer back part to clip.
