Issue resolved
Just like user <a href="/profile/8rs/" class="mentioned-item">shayelea</a> kindly pointed out: "Feeling like the bra is both too big AND too small often means it's simply incompatible with your shape." Seems like Freya halfcups' underwires are too wide and the straps too wide-set for me.
Original problem
I am in between 28F/FF and Patsy half-cup doesn't come in 28 bands. But I saw this bra in 30E at Nordstrom Rack so I decided to try it on to see how it works for my shape, as I think it has the same cut as the longlines, which go down to 28 bands. Sorry for the lack of photos – kind of hard to do a full fit check photo shoot in the dressing room.
I'm torn about the fit. This bra looks too big and too small at the same time. The cups wrinkle in the seams but at the same time I'm getting some slight quad-boob/smashing especially on my bigger side. The wires are about 0.5" too wide for me and the band is loose, which I of course expected given that it's a Freya and a 30 band.
I have 3 questions:
1. What's causing the cups to wrinkle?
2. Should I even try this cut in the longline? Are the wires a deal-breaker?
3. Are there any other half-cups/open-on-top bras with narrower wires in this size range?

helpfulFeeling like the bra is both too big AND too small often means it's simply incompatible with your shape. The cups might be wrinkling because the bra is cut for fullness in a place where you don't have fullness - that could be a FOT vs. FOB issue, or it could just be that your apex isn't located where the apex of the bra is located.

Thanks for the comments shayelea and JulieCS. I think you are both right. The shape of the cups is probably not ideal, and yes, the straps are really wide in this size and barely stay on my shoulders. Trying a 28F would more than likely not help with either problem, and I don't think sizing up or down is really going to help (up>more wrinkles, down>more quad-boob). So, I guess Freya longlines are out of question. Do you guys have any suggestions for bras that are very open on top?

I'm more full on bottom, so I'm usually looking for the opposite bras.. One bra that works for FOT but not FOB that I've been drooling over is the Masquerade Rhea <3 You could look on the Bras I Hate & Love blog (brasihate.blogspot.com) for some ideas, she's FOT and has a lot of great suggestions and detailed reviews. Alternatively, here on Bratatabase you can also search by shape (sorry if you already knew this, I don't have any concrete suggestions - hope you find something cute that fits you well!)

helpfulThis happens to me with Freya half-cups vs. longline half cups.
The cups look like they are too wide for you and they look too big overall. They are covering more of your breast tissue than half-cups are supposed to cover, so the whole fit is thrown off. The parts of the cups that are wrinkling should be beneath more tissue, and not folded back toward your rib cage. The straps are too wide for your shoulders as well, which distorts cups shape as well. If you can, try a 30DD.
However -
I think you definitely should try this bra in the longline! The taller sides give the cups a little more projection so the won't stretch out around your sides so much. Your rib cage size is similar to mine. I have a Freya Just Flew In longline in a 28 band and it's great as long as I don't try to move and breathe at the same time, lol. The 30 band is super comfortable. I thought my 30 longline would be more of a "bedroom" bra, but I wear it often because it gives me great shaping and it's comfy. helpfulI had wrinkling in the outer fabric of my patsy. It seems as though the outer layer of sheer fabric is cut a little to big, or sewn a little awkwardly. With mine, it mostly only happened on one cup, so I tacked down that extra bit of outer fabric with just a couple of stitches. Worked great.

helpfulI have this bra, and I have the same slight wrinkle near the lace at the top of the cup. On mine, it's because the sheer, polka-dotted layer is slightly too large for the padded layer beneath, and it puckers a bit. If I pull on the lace at the top of mine, it evens out a little, but not completely. It's not noticeable under a shirt, so I don't care about it.
Like ShaniSunAZ said, it seems the style just might not be compatible with your shape.

Yes, it seems to me that you are too full on top for this particular cut. Also, aren't the straps too wide? From the last picture you posted, it seems like the straps cut into your arms.. It doesn't look comfortable!
