Issue resolved
WOW to everyone who has given suggestion - thank you thank you THANK YOU! You've all been enormously helpful. I was trying to wait and close this out until my new 32D Cleo Juno arrived (any day now from Amazon) - but I just did an experiment with one of my old C cup bras by shortening the band and the result was magical! Other than quad-boob of course. I am so grateful I can't believe how wrong I've been all these years...
Original problem
I returned to Victoria's Secret two times to get help fitting this bra...the last time the lady told me it was perfect. After wearing it for a day...NO WAY!
This is the push-up model, I started with the regular one and had huge gaps on top. My breasts have very little volume; I would describe them as flat triangles. I can't believe the angst this is causing me, I live in a remote place and bought this bra on vacation thinking I finally would have one that fit. VC won't let me return it since I have no stores where I live.
I was measured at VC this time as a 36C, so that's the only size I tried. I really don't think I have enough volume to be a C cup, even my husband was shocked because I totally seem more in the B category.
Help!
I want to invest in a bra that feels comfy and helps my poor saggy sad un-pretty naked boobs look good in clothesTHANKS!

helpfulThis bra is all wrong for you. I can't believe they measured you in a size 36. Unless Your picture is somehow photo shopped I can clearly see that you have a rather petite frame making you around a size 30 or 32. I am not sure how you measured your ribcage but make sure you measure it under your bust, firmly with no slack in the tape.
I would probably try starting with a 30DD-E or 32D if I were you and go from there. It's hard to tell form just your picture and you seem to be a bit unsure about your measurements? Hopefully the more you browse through this site the more familiar you will become with measurements, sizes and shapes.
Remember the cup size is not about how big or small your breasts are. Two people can be the exact same size yet have totally different looking busts. Don't let people look at you and quantify your breasts by deciding if they are big or small looking. That is totally irrelevant to what size you should be wearing.
Have a look through some bratabase photos and compare different women wearing the exact same size bra. Take note of how different two people can look. There is no such things as a B category or D category. I know that tv perpetuates the idea that a D cup = large breasts but in reality you can be a D cup and be quite pancake like or have eye popping projection. That is more to do with the shape of your breasts and yourbody.

Are you taking your measurements with your bra on? That could account for your fluctuating numbers. I used to do that, and it's generally a mistake, but especially so if your bra doesn't fit correctly. With your bra on, your overbust (around the fullest part) measurement will likely be smaller, and your underbust bigger. Since my band was too big, and sitting too low, I was measuring too far down my ribcage.

no wasn't what I was doing. But I did have a major "a-ha" blonde moment today when I realized my favorite SUPPORT bra (although ugly quad boobs cuz cups are too small) was a 34 band. Duh. Never thought to look at it. I can truly say I am thoroughly uninformed when it comes to my breasts....

helpfulWhat's your overbust measurement? Also you should be wearing a 30 inch band, not a 36, that is far too large. Once we figure out your size, I'll recommend some bras with higher center gores, which I think will fit you better. I would put you at about a 30DD, but I'll be able to better figure it out with an overbust measurement.

HI thanks so much for your response. After your comment I re-measured, I had always thought I had a big ribcage and that 38 was most comfy. So note new measurements (I used an actual tape this time instead of string).
My over-bust is 35.5.
THANK you so much :) -
I think a 30 band sounds way too small - unless I've missed something.
If your underbust measurement is 33", then you should try a 34 band. If that's too loose, try a 32 (but expect it to feel very tight!) My ribcage measures just under 30", and I find a 30 painfully tight. -
Before your ribcage measurement said 30, or am I crazy? So 33 underbust, 35.5 overbust is correct? That would put you at a 32D, or 34C, according to http://www.butterflycollection.ca/bra-size-calculator/

I would recommend trying bras with high center gores.

Also for free international shipping, if you live in a remote area, even though both are 32DD, they run small so I would estimate one would fit you.

Thanks for all the great links! I thought off the bat I should start with a 34D (see above comment) but since I pulled up the calculator, you're right, I should try a 32D and a 34C to start. Thanks so much!

helpfulContrary to popular belief,a D cup is not *huge*.
That band is at least 2 inches too big for you and it's also probably 2 cup sizes too small.I have splayed wide set boobs and VS bras were a disaster on me and always cut into outer breast tissue while making the cup seem too big, when it was actually 2-4 cup sizes too small.Did you swoop and scoop in the bra?Updated on November 29, 2013 Flag this

Swoop and scoop! I have never heard that before but it sounds pretty appropriate...is that where you constantly lean over, grab your boobs, and push them higher up in the bra (hopefully when no one is looking??!)?
You nailed it. My outer boob was so painfully cut it started bothering me after a few hours, yet there was space in the top of the cup. -
Sort of.Take a look at this. :) http://brasandbodyimage.com/2012/09/05/putting-your-bra-on-properly/
The tissue should stay put if you are in the right bra,at least most of the time. You should only have to adjust maybe three times a day when starting out. -
Very very helpful article SparkleDarkles. I had no idea. Thanks again for this very valuable link.

helpfulMaybe this list could be helpful to you: http://www.bratabase.com/profile/65y/adventures/2346/ (Here's a short version where you can see all the bras: http://www.bratabase.com/list/7rv/) Don't be afraid of ordering bras online - it's the only way for many of us.

wow this is amazingly comprehensive, thank you so much! Do you have any particular vendor you use online, preferably one with free shipping? I'm in Alaska and sometimes they whine about shipping here...makes no sense since USPS rates are equal :(
-
Figleaves, Asos, eBay UK are my prefered places to look for bras. Asos is the only one with free shipping though.
-
wow hot tip on Asos...and they have free return shipping from USA. Cool thanks :)
-
Yeah, the only problem is that they change the sizes to the sizing system of each country. Bras I hate and love has got a helpful blog post about this.
-
hehe no definitely not photoshopped :) Yes, I have a petite frame, but always considered myself wide-shouldered and have never even tried on bras under 34 because I'm sensitive to tight-fitting clothes.
You're right, I am certainly having difficulty with measurements. I wish I had a pro to do it for me. For example, today my under bust is 33 inches - how can there be so much fluctuation in one week? I am not gaining or losing weight...
Great clarification on cup sizing. I have so many pre-conceived notions about being a D cup. I'll start with a 34D and go from there, REALLy appreciate your help and the link!
