I do believe a 32J is a pretty perfect fit as long as there isn't a set line of non-stretch fabric along the top.
Original problem
Okay, so this bra used to be perfect but I've been having trouble...as you can see, there's a ton of wrinkling on the sides...and a little at the top. The band refuses to stay in the right place. The center gore doesn't poke me and sits flat against my sternum. I have no clue what's going on. Should I try a smaller cup with the same band or does the style just not work for me anymore? This has been the only bra in my specialty store (out of about 14) that actually fit correctly and now I feel stuck.

helpfulThe wires look like they are extending miles too far onto the side of your torso, so since you also have extra room at the top and underneath and no uplift (=feeling of straps being too short), I think the cup is too large at least in width and height. When the cup is too large (and this isn't always obvious when you are first trying a bra on) it can make the whole bra too loose, which might explain why the back is already riding up.
Did you try the Tango in a 32J or HH before buying this one? How was it?
Personally I can't fit in a Tango to save my life due to depth and inner/center fullness, but I'm in a lower size range so I have other options and haven't experimented with a lot of other Panaches. I know in your size range a lot of women find the Jasmine to work well. Have you tried it? I think it allows for more depth and fullness overall (?) so if the Tango lacks depth for you in smaller sizes, you might try Jasmine.

Yes there's a settling in period for most bras--the materials warm up and stretch a little after being worn for a few hours, the wires may open up etc.
If you feel like you need narrower wires in relation to cup depth then you might need to try the Polish brands. I require really narrow wires and even in my theoretically easy to fit range (30g or more usually 32f-ff) these British brands, Freya, Panache, Fantasie etc. are just never a great fit.

helpfulAre you from the UK? Since you say "speciality store" and that they had "14 bras" in your size.
In my opinion the bra is both too large and you got a shape mismatch. Going down in cupsize is probably not going to work. I agree with wendybien that you need deeper and narrower cups.
Have you tried the Bravissimo bras?

I'm not from the UK, I'm just lucky enough to live by one of the most used bra specialty stores in the US. I have not tried bravissimo, I'm working my way up to ordering overseas because I'm afraid they still won't fit and shipping back will be too much. I will try them though, it'll be good to see if they work.

I bought this one at a specialty store and the girl took a look after I put it on and said it fit (it's like, in the store it fit and once I got it home it didn't but this one the only bra I had at the time). My specialty store didn't have the Jasmine in my size for me to try the last time I went in to get the Tango so I'm going to have to try again next month, after they've gotten a large portion of the new season items in. I tried the Jasmine in a J cup and in a JJ and I spilled out of the top of both sizes so they determined that a K cup in a 32 band would be best. It's my fear that it'll fit like the Envy, which did not feel supportive enough in a 32K but in a 32JJ I spilled out of.
