Issue resolved
I ordered a size up for the Juna, and also a 28E Rhea to try for one with higher wires. Will post again if problems persist.
Original problem
The cups seem to encircle my tissue okay (when I take off the bra, the lines left by the underwires follow my curvature), but there is a bulge of tissue that sits just on top of the end of the wire, in my armpit. I try pulling them in when I scoop and swoop, but there is no bra material that high up, so it just falls right out the side. This is very evident in the picture of my back. I pushed the wires all the way to the outside of their channels, but it's not high enough. The cups fit well otherwise, so I'm not sure I want to size up.
This problem is actually worse with my other bras - a 28DD Cleo Marcie and 28DD Curvy Kate Smoothie. I made this post with the Juna because it is the closest I have to a fitting bra.

helpfulI get the same problem bras when the wires are too short. Also I've heard that if the lace liesflat that means the cups are too small in the Juna. Considering those 2 things, I would go up a cup size or try a different style or brand of bra. All the d-dd 28 bands I have fit in the cups ( depth) but the wires are too short on the sides. I have 28F Juna and the wires seem to be long enough on the sides even though the lace doesn't lie flat. I really don't want to size down to a 28 e because I'm afraid the wires would be too short on the sides. I think it is a common problem with Cleo bras especially the soft cups. 28 E might fit better with wire length and so far the Juna is the best for women who have less projection than the soft cup Cleos. I hope this helps as I have been having this problem also. Good luck. Curvy Kate entice and thrill me fit me pretty good and their wires are longer for the cup depth.

helpfulI used to struggle with this, but going up in band size helped (since the band wouldn't pull back the wires). I recently got the Charlotte and it's pretty tall on the sides. In fact, it seems like most of Parfait's stuff is taller on the sides. Perhaps that's only in my size range though.
I just did a search for bras that have the same depth has this one, but with 3 inch wings instead of 2.2 and with a maximum stretch of 30 (that was a guess, but I figure that won't ride up, but will not hurt your ribs). I got a lot of Mimi Holliday shoulder bras in 28D, so perhaps that's worth a shot. Additionally, there was a lot of Freya in 28D (this included padded half cups and their unpadded balconies). I know that's not normally recommended for shallow breasts, but I've seen it work on some people, and when it does work, it looks pretty great.

What do you mean by pull back the wires? You think there is some distortion? The vertical seam just outside my cup does seem to be tilted, but I think that is partly because I have a bit of a V-shaped torso. My experience so far with 30 bands is that they aren't tight enough to keep my tissue in place after scooping & swooping.

if the band is too tight it will make wires go back too far that's a different issue than wires being too short on the sides. Charlotte will fit you if you're not too narrow. I didn't like how wide the straps were, but Charlotte fit my friend perfect and she shorter and wider than I am. Rhea is good. One of the things I like about Rhea is that the wires are long enough and the cups are supportive and are shallow.

helpfulThis is normal for a bra that is low under the arm. It may or may not be breast tissue. You can have flesh under your arm that isn't boob. I don't actually see any bulging in your pics, so I don't think it is a problem. I do see your band riding up, though, so I suspect that your band is too loose. Your cups look fine.
Going up a cup size will not "solve" this, because a larger cup will be larger all over, not just taller under the arm. But, I don't think there is really a problem to solve.

I'm pretty sure my band size is not too loose, a smaller one would crush me. The Juna has a reputation for having a stretchier band, and I may have had the straps tightened too much in that picture.
It's hard to see the bulging because I don't have a lot of tissue at all, but it is there, and the top of the wire digs into it a bit. It's quite uncomfortable. I guess I was asking whether going up a size will help, but if not, suggestions for another model that fits similarly but has higher sides.

I kind of suspected that I might need to size up, given that my other bras also do this. Do you think the Masquerade Rhea (6121) might be better? It keeps popping up in recommendations. I'm worried that those Curvy Kate ones are a bit ornate and will be too visible under clothes.
