Issue resolved
The bra was the wrong shape. I swapped it for a bra with a better shape for me.
Original problem
I get a shape that I'm not fond of *like upside down 7*, and if I swoop and scoop, I get quadraboob and then suddenly there's a tiny amount at the bottom of the cup where I'm not filling it as I have too much immediate projection... will Bravissimo bras in this fit ever work? Do I need to go up a cup or are the bras the wrong shape for me?

helpfulThis is a very shallow bra. It is possible for Bravissimo's unpadded could work for you, but I'm not sure. I can't tell if you're full on bottom or not in these pictures. I think you'd do better in non shallow bras a size down.
I assume you can't wear this any higher? I always thought that I couldn't fill bottoms until I actually put my tissue in the cups (not just blindly scooping and swooping).

The Curvy Kate Portia might be good for its new construction and taller wires.
Have you considered trying out the Cleo Marcie? The wires aren't as tall, but it has a lot of openness in the top of the cup as well as projection in the bottom.

Hmm, I like the look of the portia, but I'm afraid it will be completely the wrong shape as it looks kinda full cup and my boobs seem to hate fitting into things that try and enclose them :P
Thank you, I'll give the marcie a go and hope that it's open enough at the top (nothing ever gapes at the top for me apart from the Deco and only when I hunch over)as it's so pretty and one of the ones I have wanted for a while!

It fits like a three quarter cup and works reasonably well on full on top breasts.

Curvy Kate Portia Balcony Bra (CK4001) is also a lot less full coverage in the smaller sizes. :)
I think I might be slightly shallow, my breast tissue stops just below my collar bones, though this isn't visible until I push my boobs upwards then SUDDENLY, MASSIVE BOOBS.
I'm definitely full on top, though my boobs seem to go out almost instantly at the bottom.
This bra I think is one step too shallow for me.
When I bend over and pull it so that the wires are in my inframammary fold, I get tissue sticking out the side, then when I put that back in, it's like the boob can no longer fit in the bottom :P
I think it's a shape issue.
I've had 28F Curvy Kate Fleurty (which was a little too narrow and quadboobed)
28F Cleo Maddie (which I thought quadboobed a bit, but apparently it quadboobs a lot)
I think I might need something a bit more projected with higher wires as a lot of the time, there is stuff under the arm that would have to be pushed downwards if I wanted to put it into the bra
