Original problem
The only real issues I have with this bra is that the straps aren't adjustable which is a more minor issue.
And the fabric under the arms is too short in my opinion to keep all the side boob in.
The straps are a minor issue because the straps can be taken in. The fabric under the armpit can't be - or it will not help anyway.I also know that I need a new bra, so suggestions would be appreciated.
However, the largest issues in fit for me are that I have incredibly round shoulders and almost all straps want to glide off my shoulders, the second is that skinny little bands don't do much of anything but create more rolls in places I don't normally have them. In terms of back-closing bras, I'd need at least a 3-hook one. Probably more ._.I don't really dig seamed cups, almost all of them make my boobs extra pointy(like a 60's pinup, do not want) and they tend to have more forward boob than I do.
I'm also not a fan of wild colours - I prefer black, beige, and white, but as long as it's not patterned I'm willing to try.

helpfulDefinitely try larger sizes when you try new bras. Are you scooping and swooping? Also bare in mind that my perimeter is 1.5 inches smaller than yours but I wear a larger volume (34F, which is 2 volumes larger). If I had to estimate based on your measurements alone, I'd guess 38E. Based on the fit of your 38C, I'd guess 38DD. Some good starter brands for tall wires are Parfait, Freya, and Panache Superbra. Do you have a particular look you want in a bra (sheer, not sheer, non padded (baring in mind that that means cut and sewn with fabric), padded, half cup, 3/4 cup, full cup, plunge, simple, elegant, retro shape or design etc... you can find anything really)?

helpfulNewer seamed cup bras come in many varieties, and some give a very rounded look. Check out BrasIhate's blog http://brasihate.blogspot.com/ She has the same preferences.
Also, no bra is going to full contain all the bits we want contained. Especially for us fluffier types.

helpfulYou need a back smoothing bra and an underwire. They do have underwire bras that do not dig and are very good for proper support. Possibly try Cacique Lane Bryant, if in the U.S.A.
I also find I cannot wear bras that fasten in the front...never adjust right. I have a major problem with straps falling off shoulder and I really do think my bra band is plenty tight. To solve this problem, I use the adjustable strap thing that hooks into the bra straps at the back...not the plastic H thing though. Hope I've helped.

helpfulTotally agree with those who said you need a larger cup size. It sounds (and looks) like your breast tissue is distributed over the width and height of your upper torso, giving you a shape that is hallow rather than projected. Women with a shallow shape often spend YEARS being fitted in cups that are way too small because bra fitters and sales staff mistake low projection for low volume. Not all boobs stick straight out! You need a lot more cup volume than this, but you need it at the sides and up top--not projecting out in front of you. I'd look at 38DD, E and F, and if you find a bra runs tight in the band, a 40D or DD could also be worth some experimentation.
You should indeed fit Cacique's size range. Brands with the robust construction you like (wide bands, more hooks) include Elomi, Panache etc. If you like a really low key, natural (not super lifted) shape then soft (non wired) cups can be great but back closures usually are best.
