Issue resolved
I returned this bra. I am currently finished with "my search", as I've found two bras that fit pretty perfect and I like the shape: Cleo Marcie 38J and Ewa Michalak S porcelanka 90JJ. Thanks everyone for your help.
Original problem
***All USA sizes***I've just tried 5 new bras! Please look into the others if you are interested, as this one is the only one I'm requesting fit help with. The others are Elmoi 8730 (38H), Fantasie 2471 (40GG), Panache 3371 (38H), and Elomi 3911 (38GG) I really liked the shape the 3911 one gave me, but it was too small. The two Elomis have pics, the other two do not, as I do not even want to consider those at all.
Now, for this bra: I can definitely go down a band size in this one, but will need to go up in the cup anyway. There is only minimal cutting into the top, but the gore doesn't lay flat. The shape it gives me is good, I don't love it, but it is not bad at all, I can live with it if i can find the right fit. HerRoom does have a 38HH, should I give that a try? Or what other suggestions can you give me? I'm eager to find a great fit and shape!

helpfulIf the band is this much too big for you and the cups just seem a tiny bit too small then you definitely need to size up in the cups. It does not look too small in the photos but with a too big band it might be hard to photograph it properly.
A 38HH will have the same cup volume as this bra, and as the band will be tighter the cups will be slightly more stretched and appear smaller. So, sadly I don't think the 38HH will make you much happier. And J-cups and up are not available.
What I can say though is that with a nice and snug band you should be able to see much better lift and shape. When the band is too big and slides up in the back that tips the whole cups and the result is both that the cupps appear larger but also that the breast point goes lower and you get much less lift. Too small cups can have a similar effect. So, don't rule out the shape just yet.
If you still like this one, my first suggestion would be to look for 38Js in Elomi, there are a fair bit of models to pick from. Avoid the "bandless" styles as those have wider gores which I don't think will work for you based on how it looks here.
Another option maybe more similar to this model would be to try Panache Jasmine (6951). It goes up to a K-cup so you should be able to find a good size. Sculptresse will be releasing a plus-size version of Jasmine in the autumn so I can definitely recommend that you keep an eye out there.

helpfulThe gore not laying flat - sometimes the gore simply cannot tack bc the breasts are so close together. In your case I think you might actually be better off and more comfortable with a gore that floats for the same reason.
The 3911 also comes in 40GG and 38H, but those sizes can be a bit harder to find. I've also found the Elomi 8000 and the Goddess 6080 to be similar in fit, IIRC they come in larger cups.
Not filling the bottom cup - this might be a temporary problem. Once you get into the correct size, breast migration sets in and you might gain more volume in the bottom.
You might also want to look at Elomi Hermione and Elomi Amelia. They are the same basic cut, but Amelia has narrower wires.
That said, I second the rec for the Panache Jasmine, it is one of the bras that has less volume in the bottom.
EDIT: Scratch the rec for the Jasmine. Jasmine is very deep in the cup, chances are high you'll get a pointy shape again. I'm thinking you'd do well in the Panache Harmony Fullcup, sadly it has been discontinued.
2ndEDIT: ***All USA sizes*** - no these, are not US sizes. Elomi, Fantasie and Panache all use UK sizes. A 40H UK with Elomi is equal to a 40K US.

Regarding the US/UK trouble we could try going by cup index ;) You are referring to size 40:11 http://www.bratabase.com/browse/by-size/40:11/

I tried the Jasmine in a 38H, the band was a lil too tight and there was slight quad-boob. But I didn't like the shape, you're right it was pointy.
I do not understand all of this sizing stuff, but I thought I got this bra in a 40H USA. Maybe that's part of the reason I'm still having major issues finding something?! I'll start taking pics of the tags.

helpfulThat looks like the correct size, but that the gore itself may be too wide for you.

I agree, it may be. :(

I agree. The gore looks too wide.
-
If you end up really really loving this one,you might be able to take in the gore.

helpfulYou might want to add a side pic with your arm up or fully out of the way. It will enable people to see the fit of the cup and the wire much better!
FWIW I can get quad boob and failure to tack if a band is too loose on me. My breast tissue is fairly soft and I'm a little close-set so a band that is not snug enough moves around just enough (usually downwards as my torso is very tapered) that those problems occur.

Ok, I can add a picture like you describe. I believe I'm "soft" and close-set as well.

Great, that photo you added will really help people assess the wire shape and how it fits you.
To my eye the fit from the side looks either a case of:
- wire itself is a bit wide on you, suggesting you could try sizing down to 38H in this model to see if that works, or else look for a model with narrower wires
OR
- entire bra is sitting too low on you due to the loose band (this can make the wire seem too wide when really the whole U of the wire is just sitting an inch under the U of you breast base). Fortunately you can easily test for this latter scenario by pulling the wires up (boost from below and/or pull on an end of the wires, on both sides). Then see how the wire fits at the outside of the breast, if there is still a bit too much space there or not.If you end up searching for a brand with narrower wires and gores (this would be my advice but YMMV) before you order from Poland, you can also try Chantelle--they're narrower and deeper and usually have narrow gores in their seamed full cup styles. And you can try them at most Nordstrom's in sizes up to H in many places.
-
Ok, I just tried a chantelle, although not a full cup style, I don't think. The 3281 in 38H (USA, and I have added pictures [cappuccino]). There was major spillage out of the top. I also tried Masquerade Rhea in 38H (USA, pictures added [antique color]), and Rosa Faia Scarlett 38 I (USA, pictures added [dusty rose]). All three had quad boob, but the Rhea fit the best in my opinion. I could not find any of these three with larger cups.
-
Yes if those did not fit you are likely sized out of those lines. I think the next avenue to pursue would be either to order from Poland or else try one of the big online retailers, but before you order, call or email them to ask for advice on models with narrower gores and wires in a 38J or 38K.
-
What do you mean by "Poland"?
-
The country of Poland? Meaning, try some of the Polish brands such as Comexim, Avocado, Ewa Michalak etc.? They tend to have narrower wires and deeper cups by and large, and you get very well made bras for less money (like $40 for quality that would cost $100 here). I don't have much experience with them directly but many Bratabase users do.

Oh ok, sorry I'm new to all of this.lol
-
Yes it'll take some research, but lots of people seem extremely happy with the bras they get from over there. They are so pretty, too. Good luck!

A problem I've been having with larger cups is not being able to fill the bottoms. *UGH* This is so frustrating...
