Original problem
This bra generally is great, but gaps a tiny bit at the top of the cup. This gapping, which seems to be a function of the padding, unfortunately shows through shirts. A cup size down is too small. Not sure if it's a function of the cup shape or type of padding, but recommendations for a better cup shape or style would be great!

helpfulI'm not seeing any gapping here...? Maybe it's just the photos that are misleading, but to me that tiny space at the very top is just due to the angle of the edge of the cups. Since they are contoured they are made to ensure they are very open at the top. A design where the cups have an edging in a more moldable material (lace etc. might be good.

Maybe you could try making it bend the other way when it's wet? I get the same but I've never found a bra that doesn't do that.

I see. I also had this issue with anything padded or even with a thicker edging material on the top of the cups when I was younger. The problem seems to have disappeared now I'm older and have softer tissue. For now, again I'd look for designs that have a different material used as edging. It's a shame because this looks like a good fit! Perhaps you can still wear it with a camisole or thin tee under your shirt, or in the winter when you wear thicker fabrics.

Hmm, it's been a while since I had this issue, but one obvious choice would be an unpadded cup style in any brand. If you are adventurous, a bunch of the Polish brands seem to do half padded styles. Kris Line for example. Not sure if Panache, Curvy Kate, Freya and co. also do this but considering how popular padded/contoured styles are I'd be surprised if they didn't!

helpfulThis is a very common problem with all forms of the Freya Deco, as you'll see by reading reviews (including mine) on this site and on sites that sell it. There's nothing you can do if your shape is incompatible with this bra, as it seems to be. I myself tried 3 different sizes in the Deco: 28D, 28DD, and 28E, but I just couldn't wear it. I'd recommend the Cleo Jude (5846) for a plunge t-shirt bra. It doesn't really have a pushup effect and it doesn't come in all the great colors and prints , but it's the closest thing I've found. Be sure to go up a cup size and possibly a band size too as it runs small. Hope this helps.

I have the same problem with Freya (gaping at the top). Going down a cup size doesn't solve the problem, and tightening the straps kind of does, but it's very uncomfortable to have straps that tight, digging into my shoulders.
With me, if I'm sitting or standing totally straight, pushing my shoulders back, there's almost no gap (like your photos). But as soon as I sit more naturally, I get these HUGE gaps.
peanuts4 Is the sizing for Cleo (in general) similar to Freya? Do you know? I wear a 28F in Freya.

Sizing between Freya and Cleo is not even close, at least in my size. That's why I'm in love with Cleo, but Freya and I are cordial at best (haha).
First thing I want to say is that I've since discovered the Cleo Neve, which is a much closer competitor for the Deco and fits shapes that the Deco cannot (my review here: 32D - Cleo » Neve Plunge T-shirt Bra (7196) ).
If you want to compare specifically those two bras, the Freya sizing and Cleo aren't even in the same ballpark! Deco bands run huge, while the Neve bands are snug bordering on constricting. In the Deco I would need a 28 band and possibly smaller. In the Neve (my new favorite bra!) I wear a 32D. In the Cleo Jude (the bra I previously mentioned in my comment above) I need a 30D. So you can see the sizing varies widely.
In your case, if you wear a 28F in Freya and you want to try the Cleo Neve or Jude, I would try a 30FF and go from there. If you're going to try one of the Maddies, those cups are very shallow so you might need a 30G.

helpfulMaybe the Cleo Maddie Moulded Balconette T-shirt Bra (7201) would work. It's molded too, but the cut is closer to a half-cup rather than a plunge style. It's available in your size, and I've seen many people in this size range whom it fit well.

helpfulAre you referencing some empty space in the cups that cannot be seen in photos? I don't see any gaps. The one fit issue I do see is that the straps appear to be too wide for your frame and that ALWAYS causes cups to deform and gap, etc. I have a Deco in 28DD and I just submitted a fit request today...so maybe we can help each other solve whatever is going on with this bra!
With my Deco the tops of the cups can show through very tight shirts. It's not a "gapping" issue for me, but a "cup thickness" issue. The cups are where they are supposed to be, they are just too thick for our small frames.
As you become familiar with sizing for small bands/D+ cups, you'll see that, while much progress has been made, there are still oodles of fit issues that have to do with design. A bra for someone wearing a 28DD simply cannot be proportioned the same way it's portioned for 34DD. Straps that are too far apart is one of the most common issues I've seen here at Bratabase.

I think it may be like you mention that the cup is a little bit too thick at the top. It fits great when I put it on at the beginning of the day, but seems to shift so that it looks gappy, which is worsened by the cup thickness at the top.
No matter what bra I get, even if it's a "leotard back" the straps are too wide. I find something like this:

helps so the straps don't fall, but it's true that the cups sometimes get malformed.

It looks fine here, but I can't wear it with a tight shirt because there's such and obvious line where the bra ends and it looks like the cup size is too big because of how the edge bulges through shirts :(
