bent the wires so the cup fit more comfortably and eventually the band stretched out a little bit
Original problem
This bra seemed great at first, but digs painfully into my sternum and over a few months now has too much room in the bottom of the cups. I initially got this bra in 28 E, but had the quadriboob effect at the top of the cup. I'm thinking now that I maybe should have done a 30E, but not sure if the overall digging into my sternum and general pain where the underwire touches my skin would be eased by a larger size. I also often adjust it during the day because it feels like it shifts to one side. But, the shifting issue always happens to me with bras, hence wanting a tight band size...

helpfulI had the same problem with the underwire digging into my sternum with the panache tango II balconette. The wires are simply too tall for me with how firm they are. From my experience, it can get better with a larger band, but does not go away completely. Also, I have heard some people have had success by bending the wires to relieve the pressure, but have not tried it myself.

helpfulAside from the band, though, the cups seem to be buckling on the bottoms, and overall, they appear to be "smashed" onto your body. It's possible the wide cups are incompatible with your shape. I don't think the tops of the cups are supposed to be on your rib cage. Also, the straps look too wide-set for you, and when they pull together like that it alters the shapes of the cups and forces the underwires to dig in.
I cannot wear the Porcelain in a 28 band...even if the cups are the right size to fit technically. I wear 30DD and the Porcelain is my favorite bra! Try a 30DD. The fit is completely different. The cups may still be incompatible with your shape though, because they should not wrinkle at the bottom.
Tangos may fit you well! I've tried every Tango in every size that might remotely fit me, because I love the design, the colorways, the availability, etc. No matter what style, balconnet or plunge, even if the cups are definitely too large, I get "orange-in-a-glass" with the Tango. Seeing that wrinkling in the bottoms of you Porcelain makes me think the Tangos may be just what you're looking for (lucky you!)

This is me in 30DD. The overall construction seems more symmetrical than the 28...which was a mess on me.

I remember ordering this bra in 3 or 4 sizes from Herroom, but I can't remember which sizes I tried... This one seemed most comfortable at the time. I agree that it doesn't fit quite right, but it's hard to find one that does for my small frame! The straps are always too wide, even with the leotard back style :( I'll have to look at the Tango.
Are there any Tangos that are a lightly padded cup? The ones I see all look like they are thin, sort of sheer material. Non-padded cups always look really awkward on me :(

helpfulI tend to have that problem with Panache wires if they are too high.Usually only the plunge versions work for me.Panache tends to have really firm wires,you might want to try a different brand with softer wires.

helpfulBased upon your underbust measurements you are better off in a 30 band. Tight ribcage 68.6 cms - rounded to the nearest 5 - 65 -> 30 band.
The shifting probably happens because you got asymetrical breasts. One of your breasts has a wider root, so the bra shifts to accomdate that. Fit the bra to the larger side properly and the shifting will stop.

When you say "fit [it] to the larger side", what do you mean? I can't tell from looking which side is bigger, I just notice that the bra always feels comfortable for the left breast and like I need to pull the right cup to the right side for it to feel comfortable on the right breast. I'm right handed and have heard that the smaller breast is on the side of the dominant hand, but not sure if this is the case.
