Other users confirmed that it was the wrong size. Will be exchanging this with another user.
Original problem
First attempted measurement gave me 30G which ordered but it seems like I don't fill the cups. My breasts sit fine in the bottom but there is lots of space at the top in both cups. More recent measurements give 28G/30FF so I think it's simply too big but maybe it's just a shape incompatibility.

helpfulYes, you are right--the cups are distinctly too big for you. The wires might (?) be OK-ish in width (I can't really tell from the photos), but the fabric structure of the cups is clearly too tall and too deep. One or two cup sizes down in this brand might work well though.
For future reference, cup wrinkling and extra fabric is one indicator of a too-big cup, but you can also look at uplift, or rather lack thereof. Your full-frontal picture shows that the bra cups are providing very little, if any, upwards lift of the breast tissue. A cup that is the right size for your anatomy will typically do more to support the breast, lift it, and cradle it closer to the body.
Strap placement also can offer clues. Straps that are too wide-set can occur with too-large bands AND too-large cups. Women with narrower-than-average shoulders can have strap placement problems even with a well-fitting band and cup, but for the rest of us, if the straps are in your armpits, that is often a sign that the cup or band size isn't the best fit.

helpfulIt looks about a cup too big give or take a little. I would try 30FF in that bra instead. I don't really know how about Just Peachy other than that their bands don't have very much stretch, so I can really give suggestions for sizes in other brands/models. Perhaps someone else can speak more knowledgeably?

Perhaps you can also look at 28Gs and 28FFs, as Parfait tends to run small in the band.
Thanks for your help. I'm pretty sure I measured incorrectly the first time. I ordered a 30FF Parfait Kelly that just arrived and seems to fit well.
