Original problem
I think under wire sits on top the breast tissue and doesn't support my full breast. The center gore also doesn't lie completely flat against my sternum, but I'm not sure if that's just because it's extremely tiny. It's a 32B, which is what stores like Victoria's Secret tells me I am. Also, it just barely covers my nipple. Sometimes my boobs don't completely fill the cup (depending on the position I'm in) and there is air between the bra and my boob, revealing half of my nipple. Again, I'm not sure if this is a problem due to fit or just because the bra is so low cut.

You are absolutely right and Victoria's Secret is, unsurprisingly, wrong. This bra isn't remotely suited to your body size or shape. The band is HUGELY oversized, stretching to 7 inches bigger than your actual torso, and the cups are way too little--they are just 7' deep when your actual boobs are 8-9 inches in perimeter. In other words, this would be a great bra for a lady who is much larger than you around the ribcage and has roughly 2x less breast tissue than you.
It's not easy to tell from these pics but I would guesstimate your size at a 28E/F in most brands.

Just so you know, you can have bras with less depth than your perimeter and have them still fit on account of the shape of the actual bra (especially with plunges).

I'd also recommend a 30DD/30E, you should not need such a snug band with your ribcage measurements. But, for sure there will be bras with loose bands, there you will have to try 28E/28F

As usual, wendybien is spot-on. Just from eyeballing you bras in the 30D/DD range would probably fit you a lot better. Looking at your underbust, a 28 band is probably going to be too tight, but a 30 band should work.

You sound about the same size as me. Try the B' Tempted b'wowd push up 30D/DD I own two and LOVE them! They have a little push up padding which works great for full bottomed like us. Also if you find a VS bra that you love and want try a 32C/D. If you have a Dillard's near by that's the best place to find b'Tempted bras or any 30 band bras.
