Issue resolved
thanks everybody for giving me recommendations. i will try to find a nordstrom to try on some sizes.
Original problem
band is way too big. now i know i need a 28 or a 30 instead of a 34 but i'm not sure if i should get 28D or 28C. (trying to save hassle and money!)
in this picture, the cup is slightly too big for my big boob and definitely too big for my small boob - see crooked gore ;(
i can flatten the gore a little more if i shift the bra to the right.

helpfulWell, one brand's 28D is not the same as another's--even from one bra to another there can be bigger differences than between brands. Why not use the Search by Measurements feature here (under the "More" tab)? Look for bras with a stretched length of 28" and a cup depth of, let's say, 7" for starters. You'll see what's out there, you can read the reviews and then make some educated choices based on what seems to run shallow vs. deep, narrow wires vs. wide, etc.

helpfulTo me it looks much too small in the cups, not too big - like the gore is sitting on top of your inner breast on both sides and the whole thing is being pushed away from your body by your projection.
We have similar measurements, but your perimeter is a few cms wider than mine. I'm in between sizes currently, 28Cs are slightly too small (most listed on Bratabase are 10-12 cm wide and 13-15 cm deep FYI, so if those specs in this bra dont work for you they almost certainly won't with a tight band, you'll get quad boob) but many 28Ds and 30Cs are a bit large in the cup.
I think you should start with 30C/D and 28D/DD. If you are in the US and can get to a Nordstrom they usually have a few 30Cs and Ds in stock, so you can see if you can make do with 30 bands.

Goodness yes I hadn't seen that you thought the cups were too big. No, the BAND is too big but these cups are too little. Rabbet is right!

helpfulDo you live near a Nordstrom? They stock some styles in 30 bands, so you can go in and try out a 30 to see if you need a 30 or a 28. Being able to try to on in person saves a lot of hassle.

wow thank you for all of your comments!! it looks like i have a lot to learn. i'm really new to this.
Ulalume: i'll try out the nordstrom rack nearby and see what they have.
Rabbet: wow, you think so? i guess the most important thing for me is to try on more bras. wish me luck!...
wendybien: i just joined this site and i had no idea you could search by measurements. that's so helpful. thank you.
