I'm going to try a different Panache brand, and keep an eye out for other brands and models that cater to wide roots.
Original problem
This is my first attempt at getting a properly fitting bra after taking what felt like millions of measurements, so I'm really new at this.
I loved the snugness of the band on this bra (my old bras were very stretched out), and the gore did sit right against my skin. I also liked the width of the cups--it felt like all my boobs were making it into the cup after I scooped.
Unfortunately, the underwire dug into my armpits (especially after wearing it for a couple of hours), and no matter how much swooping/scooping I did, the top of the cup remained wrinkled and gaping. In addition, the straps felt too wide, so (as is clear in the pictures, I think), I overtightened them to get them to stay in place.
My measurements seem to suggest I should be in a GG cup, and this is only a G. Is the shape of this bra wrong for me, or is the cup size too big, or is it something else altogether?

helpfulI'm still trying to figure out my own shape, and I'm having a similar problem with the tops of the cups gaping. So, I may just be sharing what some people have told me, but hopefully it'll be at least a little bit helpful.
A couple of options for bra troubleshooting/things to think about:
Wire width:
Are the wires wide/narrow enough? If your wires are too narrow, you might be getting a little bit of Orange-In-A-Glass syndrome. It's where the bra looks too big because of incompatibilities with shape, or it actually being too small. Though, if you say the wires are poking, they may be too wide. You may want to check where your breast tissue ends, and where the wires are hitting to figure out if it's either of these problems.Bra shape:
I notice that you say you're full on bottom. If that's the case, it could be as easy as the bra being the wrong shape to complement your shape. If the Tango is made for FOT people, you're probably not going to be able to fill out the tops no matter what you do. Check if there's wrinkling at the bottom of the cups. If you DO have wrinkling, it could be Orange-In-A-Glass, or it could be that you're more projected than the bra allows for. Both of these suggest that the bra doesn't work with your shape, and that a different style may work better.Boob shape:
One thing someone suggested after I described my boobs was that I may have a short root. This could possibly be the case for you, as well. I don't have like any breast tissue from my collarbone to my sternum. So, even though I'm full enough for a larger size, I have the gaping at the top because I don't have any tissue there to fill it. They suggested I try half cups, though there are downsides to those if you have softer breasts, as they may fall out of the cups. The Tango is a very finicky fit and as well-loved as it is by many people, it is bad news for many other people, including me (I can't even try one on without getting a fit of the giggles--it is really that weird-looking on me). I would try again with a different Panache bra. Since you have wide roots it is a good brand to try--just not the Tango apparently!
I think now that the wire poking is less that it's too high than that it's just pushing into the flesh and bone of my ribcage. Not sure if I should bother bending the underwire a bit (per http://brasihate.blogspot.com/2012/01/what-to-do-with-those-pesky-wide.html), since that won't help with the cup fit.
There's a bit of wrinkling on the bottom, as well, it looks like. Less obvious than the top, but still there.
The short root idea is one I hadn't heard yet. I do have softer breasts, though, so I'd probably just fall out of a half-cup if I bend over to tie my shoe. :-)
Overall, I think you're right--the shape of this bra just isn't right for me.
