Original problem
This bra wasn't very comfortable or flattering. After scooping and swooping I felt like there was some space at the bottom of the cups. The sides felt uncomfortable but not because of the wires it was more like the fabric or cup on the sides above where the wires ends are. I feel like clothed the sides don't look too bad but the front looks flatter too me.

helpfulSpace at the bottom of the cup means you need more room down at that level--you have enough projection at the base of your breast that the tissue can't be smooshed into the small space in the bottom of the bra cup, so that part of the bra sits empty.
It can be hard to find bras with deep-ish cups in your size range, but I think this is what you need. That's the reason that many bras flatten you, they are too shallow compared to your natural shape.

They're almost certainly too wide. The whole cup shape is wide and shallow, you need something deeper and more narrow.

You mention that the sides feel uncomfortable after swooping and scooping -- can it be that you're inadvertently scooping too vigorously? What I mean is that you may need to "relax" the skin that gets pulled towards the front when scooping, and allow it to settle back in a more "natural" position. It is a very common issues in this size range (been there, done that myself): smaller chested ladies without much upper body "padding" easily tend to pull too much skin towards the front and into the cups which does not only get uncomfortable, but it only results in wires being pulled too far backwards and cup bottoms being flattened (amongst other issues). It may be worth to try the following: put the bra on and bend over. Then scoop. Now, still bending over, gently run your thumbs under the wires to check they're in the right place and relax any "trapped" skin. Pull the sides of the wires as close to vertical (and as far to the front) as they will go. Check the fit again. The bra may still not fit, but at least you'll get a better idea of shape and size.

The only bras I own that don't leave me any space in the bottom of the cup are unpadded and relaxed padding styles like the 32DDD - Natori » Feathers Contour Plunge (730023) . I believe the most commonly used term is the "orange in a glass effect", which is used to denote a breast shape that is very self-supporting and has little volume underneath, while most cups are shaped to hold more breast tissue down there - very common with full-on-top, shallow projection, and wide roots, if I understand correctly.
What this means is that even with a correctly fitting bra, the rigid padding might make the bottom of the cup stand away from your breast, so even though it seems like you can't fill the cup, you may need that larger-than-you-thought cup size to get the right width of underwire and coverage.

helpfulI agree that you have a shape issue... It also looks like the cups are too far apart for you, which doesn't help the "flatter" look it gives you. I have tried a few Betsy Johnson bras and the fit was similar with all of them. They are cute and comfortable, but certainly don't give me cleavage. Unfortunately, this is probably not a good brand for you.

helpfulNot sure if this will help, but I had the same fit issues with the Betsey Johnson stockingstripe, which I believe is cut very similarly. I tried it in 30D, my usual size, and although I seemed to fill the cups completely (no gap at the bottom for me), the side top edge where the straps met the cups rubbed horribly, and the shape made my breasts look very wide set and not perky. But I loved it so much I took a chance and ordered the 30C Incase it would stop the top edges rubbing. I was amazed to find it fitted me like a glove and gave me the best shape I've ever had from a bra. It's my most comfortable bra too. I am a 30D, 28DD, 32C or 32D in all my other bras so the fact I needed to size down in this suggests to me that this bra runs a cup size large. I think it's also interesting that I appeared to fill the cups fine in the 30D but actually the 30C is much more flattering and no quad boob. I'd advise anyone experiencing the strap rubbing and side-ward projection issues with the Betsey stripe bras to try a cup size down, especially if you like a rounded, lifted look.
