Original problem
This isn't completely a fit request, unless someone can recommend a bra that fits similar to Deco or has the comfortable cups of this bra. I want to know if it's worth it to alter this.
The band is mad loose. It stretches much more than other bras so it's very fast to ride up, so I know I would need to shorten the band at the side wings next to the boning and at the back closure, then turn it into a proper 3 row hook & eye count like it's supposed to be for this size.
The gore is also way too wide and much too splayed. It does not tack firmly, and it also sits too low. There is no support between my breasts whatsoever from the gore. I don't have pictures of it here but I was trying it before when the bra was on, shifting the cups where they should sit, more foward, front and center, and the fit was a lot better. I'm fully scooped in and the underwire is directly under tissue as it should be, but because of the angle of the cups, it's giving that flattened appearance at the top and pulling me down and East-West. The band being as loose as it is and the gore as wide is not helping this problem.
My only issue I would run into with taking in the band and tilting the gore is that because this bra is pathetically cheap, the underwires (just like in the foam lined Sophia #7416) tilt in such an awkward way towards the body, as if they're on their sides instead of being flat against the skin. I can always line the underwire casing with felt. But I feel like this would be such a waste of time for an inexpensive bra. I really like the color and the flexibility of the cups. They seem more breathable.
Right now my go-to bras are non-trim Deco's with a 1 inch dart in the gore to tilt the cups and give more bottom cup depth, plus it shortens the band an inch. That's how I like my cups to fit = rounded, supported, front and center (but not pushed up/in all fake). Is it worth it, or should I just stick with older model Deco's and paint them? ( Haha! That's a joke...sorry. New ones don't fit. I'm "shaped" out! >=/ ) I know I'm not going to get a Deco out of a non-Deco bra...but they're both still t-shirt bras and that is my main goal. I hate the look of unlined bras.

helpfulI mean... you could alter it, if you wanted. But if you can sew at all, there are much better bras to alter. Your laundry list of things that are wrong with the fit is quite extensive. What you've got here is a bra that is made for a much bigger woman than you, period. Well, bigger everywhere except actual boobs.
If you are good with a needle and want exclusively t-shirt bras, why don't you try doing a foam over- or underlay on the cups of a seamed bra that fits?

helpfulI agree with wendybien about it possibly not being worth an alteration, as it sounds like you would have to do quite a lot of work to fix all the fit issues - and, as you say, it didn't put you very much out of pocket.
As far as an alternative, have you considered trying Cleo's Neve t-shirt bra? I haven't tried it myself (boobs don't get along with most Cleo) but I've seen a lot of people say the fit/coverage is similar to the Deco with a bit less padding. The band apparently runs fairly firm too.

Neve is exactly the same as Cleo's Jude, with the exception of it being only a partial band, the fit of Jude is a lot more similar to this Parfait bra than it is Deco. This is how the Jude fits me: http://www.bratabase.com/bra/dhlhq/ The cups have a more graduated padding to them tapering to a thin but very stiff edge with trim, they're about the same thickness as Deco...however the foam is more flexible and breathable so that's probably why some are saying there is less padding...it only feels like it is because it's lighter and not as stiff throughout. Even though the cup depth of Jude in an FF is a quarter inch more than Deco in an F, the cup fits smaller because it doesn't have as much depth. It gives that flatter East-West appearance. It also tapers in too much at the top and fits like the new Deco bras.
If Jude or Neve were on a full band, didn't have the trim on the cup edges, had deeper cups, and more supportive fabric on the band I'd consider it. I was able to try Panache Moulded Idina in store recently...in a 30 and I think it's modeled after Porcelain, it had a decent fit. Overly stretchy band, trim still on the cups, but the cups had the depth I need.

I'm a seamstress for a living =) It sounds like it would be a good idea, and it's worth a try, except Freya's unlined styles don't fit. They're not open enough at the top. I would have to rip out the upper portion and either remove any unnecessary embroidery that's preventing the cup from stretching or swap the whole piece out and use one from the next cup size up. They really cut the edges too small, and having a curved seam on a bias cut doesn't help. The only brand that is compatible with my shape in a lacy bra is Fantasie...but they start at 30.
Another reason I prefer t-shirt styles is because they're so forgiving if you happen to be a little more full all around, so a slight bit of quad-boob isn't very noticeable if you only need less than half a cup size up.
