Issue resolved
It's just the bra. It's awkward on me. Resolved by ordering more bras in my eternal search for the right bra.
Original problem
This bra is my first 'It might actually fit!' bra, so I'm still working it all out. The underwires seem to sit a little low on my ribs and I don't quite fill out the bottom. The size smaller gave me quad-boob, so maybe the style is all wrong? I'm not sure about the whole shallow/projected thing and I have a hard time with bras, because I'm so short. They do often just come up too high, not too low! Thanks for any help!

helpfulThe whole bra is sitting too low on your chest; the last picture makes it really obvious. Can you try hiking it up so that the wire is sitting just where your boob ends?
I had a problem with wearing my bras too low, even when they fit properly because that was where I was used to them sitting in the years where I wore non-fitting bras. In my old bras, the wires were way too narrow for me (and the bands too big), so I would end up with the bra way too low in an effort to get the widest part of the wire around my boob.

helpfulI agree the wires are sitting too low for you -- given you've said that hiking it up doesn't solve the problem and the bra keeps wandering down, that means the base of the cup is too shallow for your breast shape, and you need more immediate projection at the base.
This doesn't necessarily mean you're not still shallow, but the Neve is definitely not a perfect match for your shape. From what I hear, the Neve is actually a really tricky fit.
To pin down your exact shape needs, I'd suggest trying at least a few unlined/unpadded cups, as it's so much easier to see any fit issues that way. Foam hides a lot of niggles.
The Cleo Lucy is good for full on bottom or even shapes and shouldn't come up too high on you. If you're keen on a t-shirt or moulded bra, perhaps try the Cleo Juna or Cleo Maddie, which are shallow (so you might fit the 28E or might need the 28F; lots of people need to size up in the Juna at least) but are a bit of an easier fit than the Neve.

I can't imagine anyone fitting into the bottom of those cups, they actually curve in a little! There is no room for a boob down there, seriously.

You guys are so helpful! I just ordered some (very returnable) unpadded bras. (Hey they have unpadded bras in my size! A first!) It's hard to get your mind around the idea of shapes and fit when you're used to just being 'small chested' and crushing your boobs into whatever push up 32 something you can find.

I find that people who have been used to wearing pushups take a while to get used to the fit of an unpadded bra, and in particular the issue of the bottom of the cup and getting the underwire to sit comfortably in the under-boob crease definitely requires getting used to a different sensation. Because push-ups are typically very shallow at the bottom of the cup (which is logical and intended--this is how they push the bulk of the breast tissue up and inwards) the fit of an unpadded bra is quite different: instead of having a gap at the bottom of the cup, you want the wire to cup the bottom of the breast properly and the shape of the cup should match the shape and projection of the base of the breast as well as possible.

Yeah, it keeps wandering back the low spot, even when I hitch it back up to the right spot. Maybe the wires are just wrong on me? ETA: Moving the bra up higher makes the wires cut into my cleavage area and the cup buckle at the edge. I'll try and get a pic of this.
