Issue resolved
I'm going to try the Marcie bra.
Original problem
The gore doesn't tack on. Those pictures were taken after I've scooped and when I try to get the gore to tack I get the quad boob effect.
Basically, I need to know if I should get another size or another style. What should I look for? I don't like the padding in this bra. I'd also like to know what other ways this bra doesn't fit. It doesn't feel comfortable.

helpfulThis particular bra is known to be designed for women with a shallow breast shape (meaning their breast tissue is more spread out over the torso than "sticking out" out front, and if seen from the side they will look "flatter" than another woman with breasts of the same overall volume, but more projection). As you don't appear to have this shape, it is likely you need to look for a different design of bra altogether. It is probably also too small at 9" depth. Take your lying down breast perimeter for a rough idea of what cup depth you want to look for.

helpfulGenerally, when the gore doesn't tack that means the cup size is too small. In this case, I think that's true. It looks like the wires are wide enough, but the cup is too shallow for you. There is a 4" difference between your horizontal perimeter and the cup depth, which is a pretty big difference. Otherwise, I'd say it looks pretty good on you, so I'm not sure you need to change the style.

SaulHun, it's what Wendy says above. Shallow breasts are spread out across the chest more than non-shallow breasts. That doesn't mean they don't have the same volume, just that they don't stick out front as much. This bra is designed for shallower boobs.
Look at the profile photo with the quadboobing. Imagine what that would look like if the cup of the bra had more room out in front, or if the cup were somehow tilted forward. That would allow more room for your breasts and you wouldn't have the quadboobing.

helpfulI agree with Kristine, looks like you need to try a larger cup size

helpfulOn the other hand, if you dont like the padding, you could try something unpadded - or maybe less padded?
I'm curious how its uncomfortable - because it looks like a rather shallow shape and I'm wondering if you actually need more of a deeper cup than that? I do think sometimes t-shirt bras run shallow - I mean, the Marcie (which a lot of ppl love and I'm wearing now, despite me having some issues with it) is almost 2 inches deeper in a 30G than that bra is. Its unlined.
So while the cup is definitely too small, you might also want to try an unlined or less lined bra.

It digs into my side and when I wore it for the day I had to adjust it and make sure it stayed on correctly otherwise I'd get spillage which was noticeable through my shirt.
I'm not sure what you mean by a shallow shape, however. It'd be great if you could explain that to me, though. Do you have any other suggestions for bras I should try in the future? -
Its like Wendy said above - if you look from the side, your breasts dont come out very far from your body -its almost like they are being bound, like if you wrapped an ace bandage around it to try to flatten it, instead of it being supported to stand out from your body in its natural shape.
Of course, I dont actually know your natural shape - but some womens breasts are spread out over a large area, but dont come out far from their bodies, but could be actually the same volume as someone's breast who covers a smaller portion of her chest, but sticks out further. So the breast that is more spread out is shallow, and the breast that sticks out further is projected.
I'm not entirely sure what bras are more projected - but Wendy (who has great knowledge) said this is known to be a shallow bra. Even if you are shallow naturally, the cup is clearly too small for you. Your perimeter is 13 and the cup depth is 9 - those numbers usually should be about the same. this cup is much, much too small for you. Dont be afraid to try an H or even larger.
I know its hard in that size range to find anything . . . are you looking for a bra that is smooth like that, like a t-shirt bra? Do you want a padded bra? Or would something with seams be ok? As I said above, the Cleo Marcie Balconnet Bra (6831) runs 2 inches deeper in the same size - so that might fit better. But thats just a random choice. I'm not super knowledgeable.

Could you explain the shallow vs. non-shallow for me? I not quite sure I understand that.
