Original problem
Though the band is a 32 and I need a 28 or 30 the band wasn't too bad. I got this bra based on measurements on this site and it said the cups were 5.1 wide when really they are 5.5 which is too wide for me so I ended up with empty fabric on the sides. The bottom of the cups were empty as well but I got a quad-boob effect. The cups are 7.7 deep which in all the bras I have tried seems to be too small for me , I'm not sure of how deep my cups should be based off my measurements.The wires poked a bit on the armpits.
Also, I might have close-set breasts but I'm not quite sure since it's something that I had never really paid attention to.

helpfulIn spite of all the problems you listed your pictures make it look like a pretty good fit (you must be very photogenic).
You seem to have small enough breasts (in my opinion) that you don't necessarily need a 28 band to get the support you require. Remember, the tighter the band the better the support and the heavier the breasts the tighter the band you would need to support the weight. I'm pretty sure unless the brand runs ridiculously loose that you wouldn't need a 28 ever.
That being said, with the actual fit issues you enumerated, it sounds like a mix of poor construction and bad shape and fit. I think because of the too tall wires and shallowness you're not able to wear the bra at it's correct height. If you were able to I imagine all the other problems except the wideness and too big band would go away. I think you need something a tad narrower (because this is really really wide) and a 30 band. I think you'd do well in a 30DD in OnlyHer, the Cleo Marcie, and other shallow bust friendly bras.

helpfulYou may be experiencing quad because you are not in the bra properly. The front photo's show no quad at all and give a pretty flat look.
Is the cup size maybe too big and therefore you are not filling the cups and loosing your projection. This would also account for why your breasts may not stay in nicely in certain positions. Also, the back band may not be firm enough but only you will know if it feels firm enough.Good luck

I totally agree with Jillsas. You could also try the padded halfcups which have vertical seams (Patsy for example), Cleo Maddie, the Freya Deco Softcup or the Lepel Fiore Plunge
