Thanks everyone. Sent the bra back and have tried different styles.
Original problem
This one digs into my armpit and the wires are too short. It also feels like my breasts are a little droopier than in the Portia. Is sizing up worth it? Is this one not the bra for me?

helpfulYou are wearing the bra too low. The underwire should be up in the inframammary fold so breasts aren't touching your chest. Make sure to place the underwire where it needs to be while putting the bra on, you may need to hold the underwire steady with one hand while you're smoothing the breast upwards in the cups with the other.
Let's see how it fits when you do this.

helpfulIt's a bit tricky to tell how is the band fitting without a good a look at the back or measurements. But I have to agree with wendybien that the underwire should be right under the breast. I mention this because it is important to get the band right since it will affect the cup fit.
As a second step after resolving this, make sure you scoop all the breast tissue inside the cup. From the side pictures it shows how the wire is poking under your arm. Seems that the underwire in general might be not tall enough and narrow for your tissue. A taller wire may be able to contain the breast tissue better from the sides when placed on the right position.
So, yes properly positioning your breasts in the bra may reveal that this bra is too small by one cup at least.

helpfulSince you appear to have soft breast tissue, I would try to lean over at a 90 degree angle while scooping and swooping. This will help to ensure that all of your breast tissue is encapsulated in the cup, and fill in the bottom. Once you have done this, you may realize that you need to go up another cup size.
