Will try a bigger cup next time
Original problem
My left breast is bigger and is poking out. The center gore protrudes. Should I increase the cup size or the band, or both?

helpfulteremaailma my nonwired Triumph bras do fit very, very snug and do not stretch as much on the body as they do when you pull them manually (as in, can hardly close a 34/75 band that is slightly big in the cup--my underbust is 29") so I would be willing to give this band the benefit of the doubt. I doubt it is too small though. Most likely the band is OK. As you say the cups are MUCH too small.
I have never seen a 32FF that would fit a 13" perimeter breast though, so it's likely a larger cup size is needed. I would suggest a 34GG in most brands. A search by numbers on this site could be helpful. Where are you located Summer_6 ?

helpfulThe cups are plainly too small for you. The cup depth is nearly 4 inches smaller than your breast perimeter. I am really surprised that an 80 band is only measuring 29 inches as well -- it seems like it should go at least to 36, especially since your rib cage is 32-34 and the center gore isn't tacking. This is the reason the bra feels too tight. Are you sure you measured the bra properly?
Given your measurements I'd have guessed needing a 32FF, but in a 36E it's not tacking, so maybe try 32G (Triumph does not make this size).

helpfulIs there a particular reason you opted for a minimizer model for this bra?
If there isn't I'd recommend to stay away from bras that are called a minimizer. By definition they are doing it wrong IMO. Minimizer bras usually come on DD/DDD cups perpetuating that DD cups are "huge" and need minimizing.
Their design is made to squish and cover the breast tissue to make it look small so I wouldn't consider a minimizer an example of good fit. Follow the advice of the other users, I just wanted to make this note on the kind of bras
